Home My WebLink AboutR-92-0653J-92-604 9/30/92 RESOLUTION NO. y 2 .- 6 5) 3 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION OF ONE (1) "SCAT" MODEL 482B COMPOST WINDROW TURNER FROM RAY PACE'S WASTE EQUIPMENT, INC., THE SOLE SOURCE PROVIDER FOR THIS EQUIPMENT IN SOUTH FLORIDA AT A PROPOSED COST OF $57,000.00 FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AND SOLID WASTE; ALLOCATING FUNDS THEREFOR FROM THE 1991-92 RECYCLING PROGRAM BUDGET, ACCOUNT CODE NO. 421302-840-197004, AND AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Department of General Services Administration and Solid Waste is in need of one (1) "SCAT" Model 482B Compost Windrow Turner (SCAT 482B); and WHEREAS, the SCAT 482B was originally researched as a means of uniformly blending, aerating and speeding the decomposition process; and WHEREAS, the SCAT 482B is the only equipment capable of providing the above service and has a debagging unit attached to facilitate and automate the process; and WHEREAS, funds for this acquisition are available in the 1991-92 Recycling Program Budget, Account Code No. 421302-840- 197004; and CITY COMMISSION MEETING OF OCT 0 8 1992 Resolution No. 92- 653 WHEREAS, the Chief Procurement Officer has adopted a finding that Ray Pace's Waste Equipment, Inc. is the sole authorized provider of this equipment in South Florida; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirement for competitive formal sealed bids be waived and the procurement of this equipment from Ray Pace's Waste Equipment, Inc., as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that Ray Pace's Waste Equipment, Inc. is the sole source provider of this equipment is hereby ratified. Section 3. The requirement for competitive sealed bids is hereby waived and the Department of General Services Administration and Solid Vaste request for the acquisition of one (1) SCAT Model 482B Compost Windrow Turner is hereby approved with funds therefor to be allocated from the 1991-92 Recycling Program Budget, Account Code No. 421302-840-197004, in the amount of $57,000.00. - 2 - 92- 653 1'. Odio City Manager RECOMMENDATION DATE :i ►„ { ►. 1-`� �"' FILE Resolution Authorizing the SU6JECT : purchase of "SCAT" Compost Windrow Turner REFERENCES: Sole Source Purchase ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution waiving sealed bids and approving the purchase of one (1) "SCAT" Compost Windrow Turner 482B, as a sole source from Ray Pace's Waste Equipment, Inc., a non -minority Florida Vendor, located at 9365 Phillips Highway, Jacksonville, at a total proposed cost of $57,000.00. BACKGROUND The Department of General Services and Solid Waste has determined that the SCAT Model 482B Compost Windrow Turner was originally researched as a means of uniformly blending, aerating and speeding the natural decomposition process of the fines (mulch residue). Research and documented studies showed that it is also being used as a debagging unit and it is the only equipment being offered with an attached debagging unit. Other debagging equipment available is of a fixed operation with some type of enclosed structure. Since most of the yard trash the City collects comes in plastic bags, it would require a sizable crew to handle this volume of trash and to remove the bags. The SCAT 482B would automate this process. The plan is to unload the contents of the bags into windrows, and, according to the aforementioned studies, three to four passes with the SCAT 482B would leave material ready for the composting process. The SCAT 482B is a very low maintenance piece of equipment. There seems to be no other comparable piece of equipment that can efficiently aerate and mix compost material as quickly and thoroughly as the SCAT 482B and debag the trash collected. It is rare to find a machine as flexible and feasible as the SCAT 482B. CCter*'-00REFERENCEsWindrow Turner Chief Profficer ENCLOSURES: Due to the development and permitting of the City of Miami's yard/garden trash recycling facility at Virginia Key, the Division of Solid Waste of the General Services Administration Department is requesting to purchase a SCAT 482E Compost Windrow Turner as a Sole Source. Dade County has already purchased two (2) units. The SCAT Model 482B Compost Windrow Turner, was originally researched as a means of uniformly blending, aerating and speeding the natural decomposition process of the FINES (mulch residue). Further research and documented studies showed that it was also being used as a debagging unit (is the only equipment designed to break open plastic and paper bags in which the residents place their yard trash). In January 1993, the City plans to alter its yard trash collection procedure and it will include enforcing a City Code requirement that yard/garden trash be bagged or bundled. The plan is to unload the contents of the trucks into windrows, and according to the aforementioned studies, three to four passes with the SCAT 482E would leave a material ready for the composting process. The SCAT 482E is reasonably priced for the various functions it will be used for in the near future. It is a very low maintenance piece of equipment. There seems to be no other comparable piece of equipment that can efficiently aerate and mix compost material as quickly and thoroughly as the SCAT 482B, and the search for debagging equipment showed that most of the equipment we considered were fixed operations with some type of enclosed structure. This equipment would enable the City to be increasingly more efficient in its ability to handle and process yard trash and all its by-products.
