RESOLUTION NO.
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE CITY OF MIAMI
AFFIRMATIVE ACTION ADVISORY BOARD FOR TERMS
OF OFFICE AS DESIGNATED HEREIN; FURTHER
CONFIRMING THE SELECTION OF AN INDIVIDUAL BY
CERTIFIED BARGAINING REPRESENTATIVES OF THE
CITY EMPLOYEES AND RECOGNIZING SAID
INDIVIDUAL AS A BOARD MEMBER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
to the City of Miami Affirmative Action Advisory Board, to fill
the remainder of a term to expire on January 10, 1993:

Enclosed herein please find a copy of R-92-642 which was passed
and adopted by the City of Miami Commission at its meeting held
on October 8, 1992, appointing you to serve as a member of the
City of Miami Affirmative Action Advisory Board.
Pursuant to Article II, Section 8 of the Florida Constitution
and/or Dade County Ordinance No. 77-13, as a member of the
Affirmative Action Advisory Board, you will be required to file a
Source of Income Statement form with the Dade County Supervisor,
Elections Department. Their address is: Metro Dade Center, 111
N.W. 1st Street, Suite 1910, Miami, Florida 33128-1993 (Tel: 375-
5553).
Also enclosed is a copy of a memorandum from A. Quinn Jones, III,
City Attorney, dated October 22, 1991, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated October 22, 1991 on legal
requirements concerning Conflict of 'Interest and Dual Office
Holding circumstances which may prohibit your membership in said
bodies.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the appointment and confirmation
of individuals to serve on the Affirmative Action Advisory Board.
BACKGROUND
The Department of Internal Audits and Reviews respectfully
requests the confirmation and appointment of individuals to the
Affirmative Action Advisory Board. At the present time, Females
and Hispanics are underrepresented on the Board, comprising 33%
Females and 33% Hispanics, compared to 46% and 59%, respectively.

At the present time, two (2) vacancies exist on the Board. Ms.
Alicia Baro, appointed by Mayor Suarez, and Ms. Lori Weldon,
appointed by Commissioner DeYurre, resigned their positions on
the Board. Although Mayor Suarez appointed Ramiro Chong at the
May 14, 1992 commission meeting, this appointment is not in
compliance with the Affirmative Action Advisory Boards By-laws,
Article 3, which states. "Persons nominated for membership must
reside or work within the boundaries of the City of Miami
municipalitv." Mr. Chonq does not meet this criteria.
In addition, the term of Serqeant Kevin McKinnon, who was
appointed to the Board by the Fraternal Order of Police Union
(FOP), expires July 11, 1992; it is the desire of the -Board
Members that the commission confirm his reappointment by the FOP.
In accordance with administrative policy, I am notifying you of
the above so that you may appoint and confirm these members to
e Board as provided for in Section 1 of Ordinance No. 9139.
