A RESOLUTION APPROVING THE RECOMMENDATION OF THE COMPETITIVE SELECTION COMMITTEE OF THE THREE MOST QUALIFIED FIRMS, IN THE RANKED ORDER SUBMITTED BY THE CITY MANAGER, TO PROVIDE PROFESSIONAL PLANNING AND DESIGN SERVICES INCLUDING ENVIRONMENTAL ASSESSMENT STUDIES AND PREPARATION OF CONSTRUCTION DOCUMENTS FOR THE PROPOSED AIR TRANSPORTATION SERVICE FACILITY AT WATSON ISLAND; AUTHORIZING THE CITY MANAGER TO COMMENCE CONTRACT NEGOTIATIONS PURSUANT TO CITY CODE SECTION 18-52.3(g), FOR A COMPENSATION WHICH IS FAIR, COMPETITIVE AND REASONABLE; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED CONTRACT TO THE CITY COMMISSION FOR ITS REVIEW AND APPROVAL PRIOR TO ITS EXECUTION. WHEREAS, pursuant to City Code Section 18-52.3, the City Commission adopted Resolution No. 90-0283 on April 12, 1990, i which designated as a Category B project the acquisition of planning and design services including environmental assessment studies and preparation of construction documents for the 1 proposed Air Transportation Service Facility at Watson Island; j and WHEREAS, Resolution No. 90-0283 also appointed Herbert J. Bailey, Assistant City Manager, as Chairman of the Competitive Selection Committee and established a Certification Committee of not less than four (4) professionals, qualified in the fields of CITY COM USS1011 MEETING OF 0 CT 0 8 1992 R"61olon No. 92- 633 endeavor or practices involved, to review the qualifications, performance data and related information provided by those i� responding to the City's Request for Proposals (REP); and :- WHEREAS, the City, through public advertisement and direct F, mailings solicited expressions of interest from prospective f consultants; and WHEREAS, the REP was issued on April 18, 1990; and WHEREAS, twelve (12) submissions were received in response to the REP before the deadline of 2:00 P.M.. on May 8, 1990 and '4 y one (1) submission received after the deadline was eliminated from participating in the selection process; and WHEREAS, the Competitive Selection Committee, evaluated the proposal submissions, previously certified by the Certification Committee, and selected three firms in ranked order as being most qualified to provide the required services, all in accordance with the Competitive Negotiations Act, defined in Florida Statutes 287.055, City of Miami Ordinance No. 9572 and Section 18.52.3 of the City Code, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as is fully set forth in this Section. Section 2. The City Commission hereby approves the recommendation by the Competitive Selection Committee of the following firms as the most qualified to provide, along with the - 2 - 92- 633 . The City Manager is hereby authorizedl/ to negotiate a professional services agreement on behalf of the City of Miami with the firm ranked first in order in Section 1 {. 1/ The herein authorization is further subject to compliance 7: with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 5 - 92- 633 hereinabove. in the event that the City Manager cannot negotiate an agreement which in his opinion, is fair, competitive and reasonable with the firm ranked first in order, then he is hereby authorized to terminate such negotiation and to proceed to negotiate with the second most qualified firm; in the event that he fails to negotiate a satisfactory agreement with the second firm, then he is authorized to undertake negotiations with the third most qualified firm. Section 4. The City Manager is hereby directed to present the negotiated contract to the City Commission for its review and approval prior to its execution. Section 5. Odio Y FROM : City Manager REFERENCES WJ ENCLOSURES: RECOMMENDATION: It is respectfully requested that the City Commission adopt the attached Resolution approving the recommendation of the competitive selection committee of the three most qualified firms to provide professional planning and design services including environmental assessment studies and preparation of construction documents for the proposed Air Transportation Facility at Watson Island; authorizing the City Manager to commence contract negotiations with the firms, in rank order, until such time a contract which is fair, competitive and reasonable is obtained; and directing the City Manager to present said negotiated contract to the City Commission for its ratification and approval. Federal Aviation Administration (FAA) Airport Improvement Funds will be utilized for this contract. BACKGROUND: On April 12, 1990 by Resolution designated as a Category B professional planning and design Transportation Facility at Watson No. 90-283, the City Commission project the services for Island. acquisition of the proposed Air In accordance with Florida Statutes 287,055, City Code Section 18.52.3 and Ordinance No. 10062, as amended by Ordinance No. 10538, a Request for Proposals (RFP) was issued and a copy of the advertisement published in the newspapers was sent by direct mail to solicit interest from prospective proposers. On May 8, 1990 thirteen (13) submissions were received by the City, one'(1) was received subsequent to the submission deadline of 2:00 PM and was eliminated from participating in the selection process. 92- 633 The Honorable Mayor and Members of the City Commission Page 2 The Certification and Selection Committees conducted their respective evaluation of these submissions as stated in the RFP. Three (3) firms in ranked order were recommended as being the most qualified to provide the required planning and design services for this project. In order to proceed to the next step in the consultant selection process, it is recommended that the City Commission approve the attached Resolution based on the findings and recommendations made by the Competitive Selection Committee. Furthermore, as a result of Hurricane Andrew, the City of Miami Police Heliport facilities located at Tamiami Airport sustained considerable damage, requiring either repair or relocation of those facilities. In addition, the Chalks Seaplane base located on Watson Island also sustained considerable damage from the Hurricane. The current conditions create a timely opportunity to reactivate the 1990 efforts to implement the portion of the Watson Island Master Development related to aviation development for the Island. Said development to be accomplished utilizing FAA Airport Improvement Funds specifically available to the City of Miami for Watson Island. The Department of Development and Housing Conservation staff has contacted all three (3) firms recommended for this project by the Selection Committee to insure their availability and makeup as submitted in their original proposal to the City. The City of Miami is now ready to proceed to obtain a complete plan for the design and construction of an Air Transportation Facility at Watson Island. 92- 633 r-A
