RESOLUTION NO. 9 2 - 617
A RESOLUTION AUTHORIZING THE PURCHASE OF A
COMPUTERIZED PHOTOGRAPHIC MINI -LAB, AND
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT
TO EXCEED $76,020, FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NO. 690001, INDEX CODE
029002-247, SUCH EXPENDITURE HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AND BEING
SUBJECT TO APPLICABLE CITY CODE PROCUREMENT
PROVISIONS.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department Identification Unit
develops photographs of crime scenes and criminal offenders; and
WHEREAS, the Identification Unit also sells photographs
pursuant to public records requests, and generates significant
revenue; and
WHEREAS, the presentation of photographs is very persuasive
in courtroom proceedings; and
WHEREAS, funds to cover the purchase are available in the
City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 029002-247;

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of a computerized photographic
mini -lab, is hereby authorized with funds therefor, in an amount
not to exceed $76,020, being hereby allocated from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002-
247, such expenditure having been approved by the Chief of
Police, and being subject to compliance with applicable City Code
procurement provisions.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully requested that a Resolution authorizing the
purchase of a computerized photographic mini -lab, at a cost not
to exceed $76,020, and allocating funds therefor from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002-
247, be approved.
The Police Department Identification Unit develops the
photographs taken at crime scenes, and of offenders. This is
done at a cost savings and also provides the department with a
more reliable chain of custody. The unit also sells photographs
pursuant to public records requests. Sales of photographs have
generated revenues in excess of $100,000. The equipment to be
purchased is state-of-the-art and is anticipated to produce and
maintain high quality products.
It is, therefore, recommended that the purchase of a computerized
mini -lab, at a cost not to exceed $76,020, and allocating funds
therefor from the Law Enforcement Trust Fund, Project No. 690001,
Index Code 029002-247, be approved.

The Miami Police Department acquired a comp let color photographic
laboratory in 1976. Since that time, few Cap, al Improvements have
been made to the facility. During this pert d, the photographic
laboratory has produced and maintained a igh quality output.
However, recently the system has been straine and the quality has
declined. Maintenance has become more labo intensive and costly.
The machinery needs to be replaced due to us and age.
The recommendation is to seek bids on a computerized photographi,
mini -lab. This will be two systems. One system to develop the
negatives, and another system to print the negatives and produce the
finished photographs. Our previous estimate of $61,000.00 for the
computerized photographic mini -lab is no longer valid. That estimate. .,
was obtained In May of 1990. Additionally, the cost factor for "site. ;
preparation" had not been factored into the 1990 proposal. �J

The estimated cost for this mini -lab system will be $69,200.00. This
is to include Installation, one year warranty on par ts/90 days on
labor, and an option for a maintenance contract on a quarterly basis.
Also, to be.included Is training for two persons, plus transportation
and lodging If training is not provided locally. The current
photographic laboratory floor plan configuration will accommodate the
new system with a few minor adjustments in plumbing, electric hookup,
and air conditioning. :This should not exceed $3.200.00. The funding
necessary for this project will be $72,400.00.
It should be noted at this time that the expenditure of $72.400.00
for a complete new computerized photographic mini -lab will bt
recovered. The Miami Police Department's Photographic Laboratory has
generated in excess of $100,000:00 In revenue to the City of Miami by
the sale of photographs pursuant to public record requests. Attached
are the bid specifications for the computerized photographic mini -
lab.

THE -FOLLOWING:
1. Unit must be capable of processing film up to 4X5 out sheet in
size.
2. Unit must be free of leader belts or tabs as a method of
transporting film.
3. Unit must not exceed a height of 49", length of 73" width of 1S
1/2 inches.
4. Unit must process 30 rolls of film or more per hour.
5. Unit must have complete microprocessor control of all functions
to include, replenishment, rate, temperature, and variable
transport speed.
6. Unit must be capable of push-pull operation.
7. Unit must have long roll feed capability.

HOPE RA 2500 COLOR PRINTER PROCESSOR OR EQUIVALENT SYSTEM WITH THE
FOLLOWING:
1. Unit must be capable of printing all size negatives from 110mm
to 4X5 out sheet.
2. Unit must be capable of handling roll paper in daylight feed
magazine of 1150' for maximum cost savings.
3. Unit must contain 200 print channels or more to accommodate all
types of .papers and films.
4. Unit must have a print density range of plus or minus 19 for
highest print accuracy.
5. Unit must have an automatic print counter for orders up to 999
in number or greater.
6. Unit must be capable of producing,print sizes up to 8 1/2 X 12.
7. Unit must have a production print rate of at least 570 SX10 per
hour or greater.

9. Unit must have built in densitometer for direct input of data
to insure accurate quality control and printer balance.
9. Unit must accommodate a modem interface for remote control of
service diagnosis and correction.
10. Unit must have back printer for order and exposure
information,
11. Unit should be capable of accepting a VCNA for highest quality
Professional enlargements.
12. Unit must be capable of processing prints in 4 minutes or
less.
13. System will also include 1 Each of the following components:
