WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, Resolution No. 89-714, adopted July 27, 1989, established the Youth Crime and Drug Prevention Soccer League; and WHEREAS, since that time the Soccer League has recruited over 700 participants, conducted 160 drug conferences, attended 50 local soccer games and obtained two full scholarships to Florida International University and Miami Dade Community College; and WHEREAS, additional funds are necessary to continue said needed alternative to antisocial activities; and WHEREAS, funds to cover the necessary expenses required for the above listed program have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and CITY COMMISSION MEETING OF 5 EP 2 4 1992 Resolution Na 92- 587 WfiMWM, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; - - NOW, THEREFORE, BE IT RESOLVED BY THE CONMISSION OF THE CITY OF MIAMI, F?d)RIL1A,: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The contribution to the Youth Crime and Drug prevention Soccer League, in an amount not to exceed $831,275, is hereby authorized, with funds therefor hereby allocated fratt the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, upon such costs having been approved by the Chief of Police. BACKGROUND: The Police Department established a Youth C=ime and Drug Prevention Soccer League, Resolution No. 89-714, a�'opted July 27, 1989, in an effort to curb the use of drugs by t:�e youth of the City of Miami. Since 1990 this soccer league rec::uited over 700 participants, gave 160 drug conferences, attended �0 local soccer games. and obtained 2 full scholarships to Florida International University and Miami Dade Community College.
