RESOLUTION NO. 9 '�
A RESOLUTION AUTHORIZING A CONTRIBUTION TO THE YOUTH
OF AMERICA ROLE MODELS ACTIVITIES TRIP, SPONSORED
THROUGH THE MARTIN LUTHER KING ECONOMIC DEVELOPMENT
CORPORATION, AND ALIMATING FUNDS THMMFOR, IN THE
AMOUNT OF $6,250, FRM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NO. 690001, INDEX CODE 029002-247, SUCH COSTS
HAVING BEEN APPROVED BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the
expenditure of forfeiture proceeds for law enforcement and anti -drug education
programs not considered normal operating expenses; and
WHEREAS, the Miami Police Department supports those efforts of groups
exploring innovative ways to assist the youth of our community in refraining
from turning to drugs and crime; and
WHEREAS, the Youth of America Program, in conjunction with the Martin
Luther King Economic Development Corporation, offers education in drug
awareness and non -violence through the use of role models; and
WHEREAS, the participants in this trip will be underprivileged children
most susceptible to negative peer pressure; and
WHEREAS, the $6,250 to be contributed by the City of Miami has not been
included in the Police Department's normal operating budget; and
WHEREAS, the Chief of Police has reccnvended adoption of this Resolution
and has determined that the expenditure proposed camplies with Florida State
Statute 932.704, as amended; and
WHEREAS, funds to cover the contribution are available in the City of
Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247;

NOW, THEREFORE, BE IT RESOLVED BY THE CCFMSSION OF THE CITY OF MIAMI,
FLORIDAt
Section 1. The recitals and findings contained in the Preamble to
this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.
Section 2. A contribution to the Youth of America Role Models
Activities Trip, sponsored through the Martin Luther King Econcmic Development
Corporation, is hereby authorized, with funds therefor, in the amount of
$6,250, being hereby allocated from the Law Enforcement Trust Fund, Project
No. 690001, Index Code 029002-247, such costs having been approved by the
Chief of Police.
Section 3. This Resolution shall became effective imrediately upon
its adoption.

It is respectfully recommended that a Resolution funding the
Youth of America Role Models Activities Trip, sponsored through
the Martin Luther King Economic Development Corporation, in an
amount not to exceed $6,250, be approved.
BACKGROUND:
The Police Department supports the efforts of those organizations
devoted to offering the youth of our community an alternative to
drugs and crime. Youth of America, in conjunction with the
Martin Luther King Economic Development Corporation, is one such
organization and is planning a trip for underprivileged children
to Kingian Non -Violence Seminar to be held in Atlanta, Georgia.
This trip will stress non -violence and drug free messages during
the three day period.
It is, therefore, recommended that the Resolution authorizing the
funding of the Youth of America Role Models Activities Trip, and
allocating funds therefor in the amount of $6,250, funding to be
provided from the Law Enforcement Trust Fund, Project No. 690001•,
Index Code 029002-247, be approved.

not to exceed S6.250, complies with the provisions of Section
932.704, Florida Statutes.

Once again "Youth of America" is asking for your support in
funding a youth educational, role model and sports activities
trip. This trip will take place on July 17 - 20, 1992, a three
day, two night stay in Atlanta, Georgia.
The purpose of this trip is to attend the Metro -Miami Action
Plan/Kingian Non -Violence Seminar and Sports Activities at
Southside Complex.
Attached is a proposed budget for the upcoming trip. Your
support will allow underprivileged children to enjoy a weekend of
a non-violent and drug free environment.
