RESOLUTION NO. 9 2 "" 585
A RESOLUTION RATIFYING THE ACTION OF THE CITY
MANAGER IN ACCEPTING THE DONATION OF
APPROXIMATELY TWENTY-FOUR (24) CELLULAR
TELEPHONE UNITS, BATTERY SAVERS, BATTERY
CHARGES, EXTRA BATTERIES, VOICE MAIL SERVICE
AND AIRTIME FOR A ONE-YEAR PERIOD, FROM THE
CELLULAR ONE COMPANY, FOR THE NEIGHBORHOOD
ENHANCEMENT TEAM (NET) SERVICE CENTERS, SAID
UNITS BEING DONATED TO THE CITY OF MIAMI NET
PROGRAM TO ENHANCE THE EFFICIENCY OF THE
LEVEL OF COMMUNICATIONS.

WHEREAS, the Cellular One Company has expressed a desire to
participate in the City of Miami NET Program by the donation of
approximately twenty-four (24) cellular telephones, accessories,

special features, voice mail service, and free airtime; and
WHEREAS, the Cellular One Company has agreed to join the
j, City of Miami in a pilot program to provide cellular
communication service to the City's Neighborhood Enhancement Team
" Service Centers; and
WHEREAS, the City of Miami could use such services and
equipment to improve the overall efficiency and effectiveness of
the NET Program; and
WHEREAS, such donation and services provided under said
program will be for a one-year period and at the end of said one-
year, the City of Miami shall determine whether the program

should be maintained and, thereby, enter into competitive
negotiations for continuation of airtime service; and
WHEREAS, the Cellular One Company has agreed to make any
reasonable adjustments to the pilot program to ensure program
success; and
WHEREAS, the Department of General Services Administration
and Solid Waste has analyzed the proposal from Cellular One and

deemed it to be advantageous to the City; and
WHEREAS, said program is being implemented at no cost to the
City of Miami; and
WHEREAS, the cellular equipment and airtime charges will be

utilized primarily by "NET" Administrators and Neighborhood
Resource Officers; and
WHEREAS, the City of Miami has an important role to play to

i ensure effective implementation, ongoing management, and
accountability for the usage of equipment and airtime included in
said pilot program; and
WHEREAS, the City Manager accepted this equipment in order
to facilitate in the City's efforts of providing disaster
assistance and damage relief to the citizens of Miami, following
the wrath of Hurricane Andrew;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated therein as if fully set forth in this
Section.

Section 2. The action of the City Manager in accepting
the donation of approximately twenty-four (24) cellular telephone
units, battery savers, battery charges, extra batteries, voice
mail service, and airtime for a one-year period from the Cellular
One Company, for the Neighborhood Enhancement Team (NET) Service
Centers is hereby ratified, said units being donated to the NET
Program to enhance the efficiency of the level of communications.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Resolution ratifying the City Manager's acceptance of
the donation of approximately 24 cellular telephones,
accessories, special features, voice mail seririce, and free
airtime from the Cellular One Company.
BACKGROUND:
The Department of General Services Administration and Solid Waste
has analyzed the attached proposal from Cellular One and deemed
it to be advantageous to the City.
The Cellular One Company of South Florida has expressed a desire
to participate in the City of Miami's Neighborhood Enhancement
Team (NET) Program by donating approximately 24 cellular
telephones, accessories, special features, voice. mail service,
and free airtime to the City of Miami. The Cellular One Company
has offered a similar program to other municipalities in South
Florida to participate in helping to make South Florida a
pleasant place to live and visit. All equipment -related items
are an outright donation to the City for the NET Program.
However, the airtime is only being offered free for a period of
one (1) year.
The City of Miami's NET Program could use the donation of such
services and equipment to Enhance the overall efficiency and
effectiveness of NET. Furthermore. the City of Miami will
determine, at the end of 1 year, whether the pilot- program should
be maintained and enter into competitive negotiations with local
suppliers to select the most advantageous proposal for
continuation of airtime service, taking into consideration the
technical requirements, quality of service and costs.
In order to facilitate in the City's efforts of providing
disaster assistance and damage relief to the citizens of Miami,
following the wrath of Hurricane Andrew, the City Manager
accepted this donation. It is now respectfully requested that
the City -Commission approve the attached Resolution ratifying the
actions of the City Manager.

Dear ttr. . Smith:
In response to our meeting of July 21, the following is an
outline of a proposal to provide cdular communication service to
the City's Neighborhood Enhancement Team Program.
CEL[.LLLAk ONE will join with the City Of T'Liamt in a pilot
program to provide cellular communication service to the City's
Neighborhood Enhancemwnt Team satellite offices and staff. ?he
duration of this inittab program wi[i be for one year beginning
around September 92' .
CELL LAA ONE will provide at no cost to the City, the use of
twenty four cellular portable telephones, as well as two hundred
complimentary minutes of use per month per phone, 7.n audition,
CEt,LULoM ONE will provide accessory equipment as requtTed by the
City, tncludtng battery saver, extra batteries, ancd battery chargers.
The ceMu.lar equipment and atrtime charges wilt be utiltzed
primarily by the "NET" administrators and Neighborhood Rasource
offices to enhance the of f ici scy and effectiveness of the eleven
neighborhood satdite offices.

Me City agrees to manage the program and assign staff to be
a+ccountabte f or the use of the equipment and airtime included
within this program. CrUUL R ONE will provide staff to service
the equipment and to work, with the City to manage airtime useage.
The City and CELLULAR. ONE agree to re-evafuate the picot program
after one year of service to determine guidelines for any proposed
continuation of the program.
I believe that the above outline covers the pertinent points we
discussed. 'If further information or ctari-fication of CELLULAR
ONE'S participation is required please let me know. We took,
forward to wolf ng with. the City of Miami in this project.
