A RESOLUTION RELATED TO THE MIAMI-CITY OF
NATIONS HOLIDAY FESTIVAL, A WINTER FESTIVAL

TO BE CONDUCTED BY THE PIG BOWL CHARITY FUND
FROM DECEMBER 17, 1992 THROUGH JANUARY 3,
1993; AUTHORIZING THE USE OF WATSON ISLAND,

SUBJECT TO SUCCESSFUL NEGOTIATION BETWEEN THE
BAYFRONT PARK MANAGEMENT TRUST AND THE PIG =_
BOWL CHARITY FUND; FURTHER AUTHORIZING THE
WAIVER OF ALL WAIVABLE CITY FEES, INCLUDING
ALL WAIVABLE RENTAL FEES RELATED TO SAID
EVENT, CONDITIONED UPON THE ORGANIZERS PAYING

FOR ALL NECESSARY COSTS OF CITY SERVICES
ASSOCIATED WITH SAID EVENT AND OBTAINING

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The use of Watson Island during the Miami -
City of Nations Holiday Festival, a winter festival to be
conducted by the Pig Bowl Charity Fund from December 17, 1992
;s
through January 3, 1993 is hereby authorized, subject to
successful negotiation between the Bayfront Park Management Trust
and the Rig Bowl Charity Fund.
Section 2. The waiver of all waivable City fees,
including all waivable rental fees related to said event, is
hereby authorized.

Section 3. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for all necessary
costs of City services associated with said event and obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or his designee.
Section 4. This Resolution shall become effective
immediately upon its adoption.

In 1984 the Pig Bowl Charity Fund was incorporated as a fund
raising effort by the Metro -Dade and City of Miami Police
Departments. Each year Dade County's football fanatics claim that
the Pig Bowl Games rival those of professional football. The real
winners are the charities that benefit from the monies raised
through the Pig Bowl Games. To date, over $600,000.00 has been
donated to the designated social service agencies.
On January 30, 1993, the Pig Bowl Charity Fund will be celebrating
our tenth anniversary game which will feature our Magnum Force Team
playing against the Tampa Bay Guardians (Tampa Police Department
and the Hillsborough Sheriff's Office). The Pig Bowl Charity Fund
is committed to providing the residents and visitors of Miami with
a fun filled day. In addition, the Executive Committee, under the
leadership of Irving Heller, Assistant Director of the Metro -Dade
Police Department, wants to unite our community during this holiday
season.
Our plan is simple "bring the community together". The Pig Bowl
Charity Fund would like to host a winter festival, hereby known as
Miami - City of Nations Holiday Festival, on Watson Island from
December 17, 1992 through January 3, 1993. Each day during the
eighteen days a different culture and/or ethnic group will be
afforded the opportunity to take center stage and semi -host the
event. The City of Miami Parks and Recreation Department will be
co -hosting this event and numerous corporate sponsors have
expressed a desire to participate. During the event, ethnic foods,
games and carnival type rides for the children will be adding the
flavor to this festival.
As an Executive Director of the Pig Bowl Charity Fund and
Coordinator of this event, I would be requesting the authority from
the City Commission to proceed with this event.
