A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT
OF $64,402.80 FROM THE U.S. DEPARTMENT OF
INTERIOR, NATIONAL PARK SERVICE THROUGH THE
FLORIDA DEPARTMENT OF NATURAL RESOURCES UNDER
THE LAND AND WATER CONSERVATION FUND PROGRAM
FOR IMPROVEMENTS TO ALLAPATTAH-COMSTOCK PARK,
LOCATED AT 2800 NORTHWEST 17TH AVENUE, MIAMI,
FLORIDA; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY DOCUMENT(S) IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS
PURPOSE.
WHEREAS, in September 1991, the Department of Parks and
Recreation submitted an application to the Florida Department of
Natural Resources (DNR) seeking grant funds under the federal
Land and Water Conservation Fund Program for improvements to
Allapattah-Comstock Park; and
WHEREAS, said program, administered by DNR, provides U.S.
Department of the Interior monies to local governments and
municipalities
for
park
acquisition,
development
and
redevelopment,
providing
that
grantees retain
such properties
for
public outdoor recreation purposes; and
WHEREAS, the Allapattah-Comstock Park Renovations Project,
as proposed in the grant application, will include renovations to
the existing tennis and basketball courts, baseball field, picnic
shelters, and parking lot, installation of water service to the
shelters, new picnic tables and grills, a new playstructure, and
a bicycle path; and

WHEREAS, the Administration was notified by DNR on June 11,
1992 that due to the withdrawal of other applicants, the City was -
now eligible for a grant award; and
WHEREAS, the total grant project will amount to $128,805.60
consisting of $64,402.80 in federal/state grant monies, and an
= equal amount as the required local match, which is alrea(ly
appropriated under the City's Capital Improvement Program as
Project #331309 "Allapattah-Comstock Park Renovations"; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A grant in the amount of $64,402.80 is hereby
accepted from the U.S. Department of Interior, National Park
Service through the Florida Department of Natural Resources fc:: _
improvements to Allapattah-Comstock Park, located at 2800
Northwest 17th Avenue, Miami, Florida, under the Land and Water
Conservation Fund Program.
Section 3. The City Manager is hereby authorized to execute
the necessary documents, in a form acceptable to the City
Attorney and subject to compliance with applicable City Charter
and Code provisions, for this purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Recommendation
It is respectfully recommended that the City Commission adopt the
attached resolution accepting a grant in the amount of $64,402.80
from the National Park Service through Florida Department of
Natural Resources (DNR) for improvements to Allapattah-Comstock
Park under the Land and Water Conservation Fund Program. The
legislation would also authorize the City Manager to execute the
necessary documents for this purpose.
Background
The Department of Parks and Recreation submitted a grant
application to DNR in September of 1991 seeking federal Land and =
Water Conservation Fund monies for improvements to Allapattah-
Comstock Park. This program provides U.S. Department of Interior
funds to local governments for park acquisition and development,
with emphasis on passive, waterfront recreational facilities.
Initially, our application was not awarded a grant, however, we
received notice in June 1992 that due to the withdrawal of other
applicants, the City was eligible for a grant of $64,402.80.
The required local match, in an amount equal to the federal/state
monies, were previously appropriated in the Capital Improvement
Program under Project No. 331309 "Allapattah-Comstock Park
Renovations". Preliminary plans for the grant -funded portion of
the project include renovations to the existing tennis and
basketball courts, baseball field, picnic shelters, and parking
lot, installation of water service to the shelters, new picnic
tables and grills, a new playstructure, and a bicycle path.
Appropriation of the new grant funds will be included in the
master appropriations ordinance for the Capital Improvement
Program for upcoming fiscal year.
