Cesar H . 0d i9", City Manager ENCLOSURES T "fry Recommendation It is respectfully recommended that the City Commission adopt the attached resolution accepting a grant in the amount of $64,402.80 from the National Park Service through Florida Department of Natural Resources (DNR) for improvements to Allapattah-Comstock Park under the Land and Water Conservation Fund Program. The legislation would also authorize the City Manager to execute the necessary documents for this purpose. Background The Department of Parks and Recreation submitted a grant application to DNR in September of 1991 seeking federal Land and = Water Conservation Fund monies for improvements to Allapattah- Comstock Park. This program provides U.S. Department of Interior funds to local governments for park acquisition and development, with emphasis on passive, waterfront recreational facilities. Initially, our application was not awarded a grant, however, we received notice in June 1992 that due to the withdrawal of other applicants, the City was eligible for a grant of $64,402.80. The required local match, in an amount equal to the federal/state monies, were previously appropriated in the Capital Improvement Program under Project No. 331309 "Allapattah-Comstock Park Renovations". Preliminary plans for the grant -funded portion of the project include renovations to the existing tennis and basketball courts, baseball field, picnic shelters, and parking lot, installation of water service to the shelters, new picnic tables and grills, a new playstructure, and a bicycle path. Appropriation of the new grant funds will be included in the master appropriations ordinance for the Capital Improvement Program for upcoming fiscal year.
