i PROGRAM; FURTHER AUTHORIZING THE CITY
I. MANAGER TO EXECUTE AN AMENDMENT TO THE
NECESSARY IMPLEMENTING AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE

WHEREAS, the Job Training Partnership Act (JTPA) provides
funds for a summer youth employment and training program under
Title II-B; and
WHEREAS, said funds are available through the South Florida
Employment and Training Consortium (SFETC); and
WHEREAS, the Department of Community Development submitted a
grant proposal to the SFETC in the amount of $536,850 to operate
a Summer Youth Employment and Training Program (SYETP) in 1992;
and
WHEREAS, the SFETC has advised the Department of Community
Development that the SYETP grant will be increased to $1,148,344
to employ an additional 300 youths;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
SECTION 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in the
Section.
SECTION 2. The City Manager is hereby authorized to
accept an increase in the amount of $611,494 to a grant from the
South Florida Employment and Training Consortium to operate the
1992 Summer Youth Employment and Training Program.
SECTION 3. The City Manager is hereby authorizedl/ to
execute an amendment to the implementing agreement, in a form
acceptable to the City Attorney, with the South Florida
Employment and Training Consortium to operate the 1992 Summer
Youth Employment and Training Program.
SECTION 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution which authorizes the City Manager to accept
an increase in the grant from the South Florida Employment and
Training Consortium to operate the 1992 Summer Youth Employment
and Training Program and further authorizes the City Manager to
amend the necessary implementing agreement with the South Florida
Employment and Training Consortium (SFETC).
BACKGROUND:
The Department of Community Development has prepared legislation
authorizing the City Manager to accept an increase in a grant
from the South Florida Employment and Training Consortium (SFETC)
to operate the 1992 Summer Youth Employment and Training Program
and further authorizes the City Manager to amend the necessary
implementing agreement with the SFETC upon acceptance.
The South Florida Employment and Training Consortium (SFETC) has
advised the City that, as a result of federal legislation
recently adopted which significantly increased funding for summer
youth programs of the nation's 75 largest cities, the City has
been allocated an additional $611,494 for its Summer Youth
Employment and Training Program (SYETP). This increase raises
the original allocation from $536,850 to $1,148,344 to operate
the FY'92 Summer Youth Employment and Training Program (SYETP).
The increased allocation will provide summer employment for an
additional 300 youth between the ages of 14-21 and will also
increase the maximum number of total hours the youth may work
during the summer from 180 hours to 240 hours. The City's 1992
SYETP will employ 740 youth this summer. It should also be noted
that the increase in participants will not result in an extensive
recruiting campaign for additional youth. Due to the
overwhelming response to the original intake activities conducted
by staff, a waiting list of over 300 eligible youth has been
developed and the additional slots will enable these youth to
participate in the program.
