HomeMy WebLinkAboutR-92-0503J-92-575 it 7/16/92 RESOLUTION NO. 1 ) -- A 3 A RESOLUTION RELATED TO THE CARIBBEAN AMERICAN CARNIVAL 1992 PARADE AND FESTIVAL TO BE CONDUCTED BY CARIBBEAN AMERICAN CARNIVAL ON SUNDAY, OCTOBER 11, 1992; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND CONDITIONED UPON THE FOLLOWING STIPULATIONS: THE PARADE MUST COMMENCE BY 9:00 A.M.; THE PARADE MUST CLEAR THE ENTRANCE TO BAYFRONT PARK AND BAYSIDE SOUTH OF THE PORT OF MIAMI BY 12:00 NOON; THE PARADE MUST CLEAR BISCAYNE BOULEVARD NORTH OF THE PORT OF MIAMI ENTRANCE BY 4:00 P.M.; NO ALCOHOLIC BEVERAGES ARE TO BE DISPENSED AND/OR SOLD ON THE STREETS DURING THE PARADE; ORGANIZERS MUST PAY THE COST OF THIS YEAR'S ESTIMATED CITY SERVICES AND FEES AT LEAST THREE (3) DAYS PRIOR TO THE EVENT; ORGANIZERS MUST PAY THE AMOUNT OF $6,348 DUE THE CITY FROM LAST YEAR'S EVENT NO LATER THAN THREE (3) DAYS PRIOR TO THE EVENT; ORGANIZERS MUST EXECUTE A HOLD HARMLESS AGREEMENT TO PROTECT THE CITY AGAINST ANY CLAIMS ARISING OUT OF THE CARIBBEAN AMERICAN PARADE AND FESTIVAL; ORGANIZERS MUST PROVIDE A PERFORMANCE BOND GUARANTEEING THAT THE PARADE WILL CLEAR THE BAYSIDE/BAYFRONT PARK AREA BY 12:00 NOON; FURTHER CONDITIONED UPON THE ORGANIZERS OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Caribbean American Carnival 1992 Parade, to be oonduoted by Caribbean American Carnival, the following streets are hereby CITY COM MSSXON MEETING OF J U L 16 1992 Rosolution No, 9 2 - 503 �'4 partially closed to through vehicular traffic on Sunday, October 11, 1992 as specified below: From 7:00 A.M. to 12:00 noon: Biscayne Boulevard from Biscayne Boulevard Way to Northeast Fifth Street (south of the Port of Miami). From 12:00 noon to 4:00 P.M.: Biscayne Boulevard from Northeast Fifth Street to Northeast Fourteenth Street (north of the Port of Miami). Included in the herein closures are all streets, avenues, alleys, ways, and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the 1� safety and traffio needs of residents, businesses and religious i -' institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's i ?; judgement predicated upon all factors set forth herein. l Section 3. The herein authorization is further conditioned upon the following: - The Parade must oommence by 9:00 A.M. - The Parade must clear the entrance to Bayfront Park and Bayside south of the Port of Miami by 12:00 noon. - The Parade must clear Biscayne Boulevard north of the Port of Miami entrance by 4:00 P.M. -- 2 - 92- 503 - �irrr+ri - No alcoholic beverages are to be dispensed and/or sold on the streets during the Parade. - Organizers must pay the cost of this year's estimated City Services and fees at least three (3) days prior to the event. - Organizers must pay the amount of $6,348 due the City from last year's event no later than three (3) days prior to this year's event. - Organizers must execute a hold harmless agreement to protect the City against any claims arising out of the Caribbean American Parade and Festival. - Organizers must provide a performance bond guaranteeing that the Parade will clear the Bayside/Bayfront Park area by 12:00 noon. A Section 4. The herein authorization is hereby further I conditioned upon the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. American Drive Miami, Florida 33133 Dear.Mr. Lugones: The Eighth Annual Caribbean American Carnival will be held in the City of Miami from October 9th through October llth, 1992. As you may be aware the Carnival was a huge success and it is expected that the 1992 CAC will be an even greater event. For this reason, we are requesting to be placed on the June llth, 1992 Commission Agenda so that we may be able to request permission for the following items and meet any required deadlines. - Park Permit - Bicentennial Park - Parade Route - Biscayne Blvd./Dupont Plaza - Beer and Wine Permits - Waiver of all Rental Fees (Park, Barricades, Bleachers) Please let me know if you need further information.
