A RESOLUTION REJECTING THE FINDINGS AND ALL RESPONSES TO REQUESTS FOR PROPOSAL ("RFP"), NO. 90-91-098, RECEIVED BY THE SELECTION COMMITTEE CONCERNING THE SELECTION OF THE MOST QUALIFIED FIRMS TO PROVIDE DESIGN, CONSTRUCTION, ACCEPTANCE TEST, FINANCE AND OWNERSHIP/OPERATION OF A SOLID WASTE PROCESSING FACILITY; FURTHER DIRECTING THE CITY MANAGER TO ISSUE A NEW RFP CONTINGENT UPON PRESCRIBED SPECIFICATIONS AS DESIGNATED IN SAID RFP, AND TO BRING SAID RESPONSES BACK TO THE CITY COMMISSION FOR REVIEW AND APPROVAL. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The findings and all responses to Requests for Proposal ("RFP"), No. 90-91-098, received by the Selection Committee concerning the selection of the most qualified firms to provide design, construction, acceptance test, finance and ownership/operation of a solid waste processing facility, are hereby rejected. Section 2. The City Manager is hereby directed to issue a new RFP, contingent upon prescribed speoifioations as designated in said RFP, and to bring said responses back to the City Commission for review and approval. Section 3. This Resolution shall beoome effective immediately upon its adoption. RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution accepting the recommendations of the Evaluation Committee for RFP No. 90-91-098, as to the most qualified company, in rank order, to design, construct, acceptance test, finance, own/operate a solid waste processing facility. . *. , t(el I J a r On June 20, 1991, the City Commission authorized issuance of a Request for Proposals (RFP) to select a firm with the capabilities to undertake the above noted project. RFP No. 90- 91-098 was subsequently advertised on August 12, 1991; however, several issues not addressed in the RFP document arose and three addenda were released between August and November 1991 to clarify same. Four proposals were received on companies listed below: Ecology Concepts/BDX, Reuter, Inc. Amerecycle, Inc. Reidel Waste Systems, December 6, 1991 from the in joint venture Inc. A selection committee was assembled to evaluate the proposals in accordance with the criteria set out in the RFP. Five names were submitted for your review on March 16, 1992, two of which represented commission nominations. At the City Commission meeting held on April 2, 1992, you were offered the opportunity to add names for consideration to this committee; however, no additional names were provided.
