J-92-471 6/29/92 RESOLUTION NO. 4 4 A RESOLUTION RELATED TO THE FLORIDA SHRINE ASSOCIATION CONVENTION PARADE TO BE CONDUCTED BY THE FLORIDA SHRINE ASSOCIATION OF 1992, INC. ON SATURDAY, SEPTEMBER 26, 1992; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; CONDITIONING ALL APPROVALS AND AUTHORIZATIONS HEREIN UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES AND APPLICABLE FEES ASSOCIATED WITH SAID EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, The Florida Shrine Association of 1992, Inc. will conduct the Florida Shrine Association Convention Parade on Saturday, September 26, 1992; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Florida Shrine Association Convention Parade to be conducted by The Florida Shrine Association of 1992, Inc., the following streets are hereby closed to through vehicular traffic from 9:00 A.M. to 1:00 P.M. on Saturday, September 26, 1992: CITY COMMISSION MEETING OF J U L 0 9 1992 Resolution No. 92- 448 Flagler Street between West Third Avenue and Biscayne Boulevard. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Closing of the hereinabove designated streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. The herein approvals and authorizations are hereby conditioned upon the organizers paying for the necessary costs of City services and applicable fees associated with said event and obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. Odio City Manager RECOMMENDATION: °A T Ej, 2 3 1992 F,LE 15 F3iEC- Resolution Concerning the Florida Shrine Association Parade REFERENCES Commission Agenda Item ENCLOSURES July 9, 1992 It is respectfully recommended that the City Commission adopt the attached resolution authorizing closure of certain streets in Downtown Miami during the 1992 Florida Shrine Association Convention Parade to be conducted on Saturday, September 26, 1992 by the Florida Shrine Association of 1992, Inc., subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. The above authorizations are conditioned upon the organizers paying for all necessary costs of City services associated with said event and obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with the 1992 Florida Shrine Association Parade to be conducted on Saturday, September 26, 1992 by the Florida Shrine Association of 1992, Inc. The Shrine Association has 24 years of experience staging parades.
