ANOTHER PARAMEDIC" (SWAP) PROMAM.
WHEREAS, the "Switch with another Paramedio" (SWAP) Progran will provide
a im ltidiznensional opportunity to omipare and evaluate other systems and
operations, while providing a mechanism for participating Miami Fire P,eseue
paramedics to critique our own system and operation by eacazni ning the operation
of other EMS systems - their equipment, apparatus, procedures, protocols,
policies, programs, patient populations andapproaches to ooaranoaZ problems; and
WHEREAS, upon returning to Miami. Fire Department, participating
paramedics will be able to compare our own system with that of the exchange
Department and, Likewise, while riding with Miami Fire Department, exchange
paramedics will be able to offer insights into our system as seen from their
perspective; and
WEMWAS, the SWAP Program will circumvent stagnation and maximize the
dynamic nature of the Miami. Fire Department;

Section 2. The City Manager i.F3 hereby authorized" to execute
Agreements, in substantially the attached form, with other public agencies,
for the provision of the "SWITCH WITH ANO= PARAMEDIC" (SWAP) Program, from
the date of acecution of the agreement through October 1, 19M, and from year
to year thereafter unless otherwise directed by the City Comdssion.
Section 3. This Resolution shall become effective J mCediately
upon its adoption.

requirements that may be imposed by the City Attorney, inoludimg but not
limited to those prescribed by applioable City Charter and Code
provisions .

STANDARD AGREEMENT FORM
THIS AGREEMENT entered into this day of
1992 by and between the CITY OF MIAMI DEPARTMENT OF FIRE,
RESCUE AND INSPECTION SERVICES, hereinafter referred to as the
HOST AGENCY, and
hereinafter referred to as the EMPLOYING AGENCY.
WHEREAS, pursuant to Section 163.09 Florida Statutes, the
City of Miami, a municipal corporation of the State of Florida,
enters into an interlocal agreement with the
for the purpose of implementing the "Switch With Another
Paramedic" (Swap) Program; and
WHEREAS: the "Switch with another Paramedic" (SWAP) Program
is an interdepartmental exchange program designed to provide a
multidimensional opportunity to compare and evaluate other
emergency medical systems and operations and provide a mechanism
to critique our own system and operations;
NOW THEREFORE, for and in consideration of the promises and
agreements therein contained, the parties agree as follows:
1. Employee Benefits: The Employing Agency agrees to provide its
employees with the same rate of pay and benefits as they normally
would while working at the Host Agency. The Host Agency agrees to
provide paramedics the opportunity to examine the operations,
equipment, apparatus, procedures protocols, policies, patient
populations and approaches to common problems.

2. Scope of services: Same as in the paramedic job description
with approval of Host Agency.
3. Indemnification: Each Employing Agency shall indemnify and
hold harmless the Host Agency and their respective officers,
commissioners, instructors, agents, employees and servants from
any and all liabilities, claims, suits, causes of action, losses,
expenses, costs and damages resulting from or arising out of any
act or omission to act including but not limited to negligence
and/or medical malpractice arising out of or in connection with
the performance of this AGREEMENT.
This AGREEMENT shall be in effect immediately upon its adoption
except that either party may terminate this AGREEMENT at any time
by giving written notice.
IN WITNESS WHEREOF the parties have caused this AGREEMENT to be
executed in their respective corporate names and their corporate
seals to be affixed by duly authorized officers, all on the day
and year first set forth above.

It is respectfully recommended that the City Commission adopt a
Resolution authorizing inter -local agreements between the City of
Miami and other public agencies, for the purposes of the "Switch
With Another Paramedic" (SWAP) Program.
BACKGROUND:
The SWAP Program will provide a multidimensional opportunity for
the City of Miami Department of Fire, Rescue and Inspection
Services to compare and evaluate other systems and operations,
and provide a mechanism to critique our own system and operation.
Most directly, the program will enable participating Miami Fire
Rescue paramedics the opportunity to examine the operation of
other EMS systems - their equipment, apparatus, procedures,
protocols, policies, programs, patient populations and approaches
to common problems.
Upon returning to the Miami Fire Department, participating
paramedics will be able to compare our own system with that of
the exchange Department. Likewise while riding with Miami Fire
Department, exchange paramedics will be able to offer insights
into our system as seen from their perspective.
