A RESOLUTION AUTHORIZING THE PURCHASE OF A
TRAINED BELGIUM MANUIOS POLICE DOG AND
ALLOCATING FUNDS THEREFOR, IN All AMOUNT NOT
TO EXCEED $5,500, FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH EXPENDITURE HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AND BEING
SUBJECT TO APPLICABLE CITY. CODE PROCUREMENT
PROVISIONS.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department Canine Detail currently
obtains dogs that must go through a twelve week training period;
and
WHEREAS, this necessitates the removal of experienced dog
handlers, as well as trainers, for the twelve week period; and
WHEREAS, trained police dogs are available through various
sources, and are guaranteed physically sound and capable of
performing upon delivery; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the proposed expenditure
complies with Florida State Statute 932.704, as amended; and

WHEREAS, funds to cover the purchase are available in the
City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 290954-875;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of a trained Belgium Manuios
police dog, is hereby authorized with funds therefor, in an
amount not to exceed $5,500, hereby allocated from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 290954-
875, such expenditure having been approved by the Chief of
Police, and being subject to compliance with applicable City Code
procurement provisions.
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 9th day July 1992.

SUBJECT purchase of a Trained
Police Dog

It is respectfully requested that a Resolution authorizing the
purchase of a trained, Belgium Manuios, police dog, as a pilot
program, at a cost of $5,500, and allocating funds therefor from
the Law Enforcement Trust Fund, be approved.
The Miami Police Department traditionally obtains police dogs
that must be trained prior to placing them on the street. This
process takes approximately twelve weeks to complete. This may
be acceptable when the department is training ten or twelve
handlers along with the new dogs, however, when one experienced
handler needs a new dog, this results in unacceptable downtime.
The purchase of a trained canine requires only a two week
familiarization training to determine the suitability and health
of the dog. This results in a savings of approximately $7,845.
Trained police dogs are screened and specifically trained for all
aspects of police canine patrol work. Additional training in the
detection of explosives would be conducted by one of the Miami
Police Department's state certified canine instructors. All dogs
are guaranteed physically sound, and capable of performing upon
delivery.
It is therefore, recommended that a Resolution authorizing the
purchase of a trained police dog, as a pilot program, at a cost
of $5,500, and allocating funding therefor from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 290954-
875, be approved.
