G A RESOLUTION CONCERNING THE PROPOSED AMENDMENT TO THE DADE COUNTY HOME RULE CHARTER ENTITLED "ADDITIONAL METHOD OF CHANGING MUNICIPAL BOUNDARIES" BEING PLACED ON THE SEPTEMBER 1, 1992 BALLOT BY METROPOLITAN DADE COUNTY PURSUANT TO RESOLUTION NO. R-742-92, ADOPTED JUNE 16, 1992; EXPRESSING THE CITY OF MIAMI'S CONCERNS REGARDING SAID AMENDMENT'S BROAD AND POTENTIALLY NEGATIVE IMPACT ON THE CITY OF MIAMI AND ON OTHER MUNICIPALITIES IN DADE COUNTY; URGING THE BOARD OF COUNTY COMMISSIONERS OF METROPOLITAN DADE COUNTY TO RECONSIDER ITS DECISION TO CALL A SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING SAID PROPOSED AMENDMENT TO THE ELECTORATE, TO CONDUCT ADDITIONAL STUDIES ON THE IMPACT OF SAID PROPOSED AMENDMENT, AND TO SEEK ADDITIONAL INPUT FROM THE CITY AND THE COMMUNITY AT -LARGE REGARDING SAID MATTER PRIOR TO BEING PLACED BEFORE THE ELECTORATE; FURTHER DIRECTING THE CITY MANAGER TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN NAMED OFFICIALS. WHEREAS, the Board of County Commissioners of Metropolitan Dade County, at its meeting of June 16, 1992, adopted Resolution No. R-742-92, calling a county -wide special election to be held in Dade County, Florida, on Tuesday, September 1, 1992, for the purpose of submitting to the electors a proposal for an amandment to the Dade County Home Rule Charter entitled "Additional Method of Changing Municipal Boundaries", to provide a method by which a CITY CO=SSION MEETLNG OF J U i_ 0 1 1992 Resolution No. 92- 426 :� group of registered voters residing within a municipality having 50,000 or more registered voters may vote, in specified circumstances, to separate from that municipality without the consent of the principal governing body; and WHEREAS, the City of Miami, being the only municipality within Dade County presently having 50,000 or more registered voters, is, therefore, the only municipality presently affected by said proposed amendment to the Home Rule Charter, with other municipalities in Dade County such as Miami Beach, Hialeah and Coral Gables possibly being affected in the near future when their populations increase to include 50,000 or more registered voters; and WHEREAS, it is the finding of the City of Miami that said proposed amendment may have a broad and potentially negative impact on the affairs, facilities, properties, indebtedness, contractual obligations, services and operations of the City of Miami and other municipalities in Dade County; and WHEREAS, representatives of the City of Miami and the community at -large have not had adequate opportunity to study the proposed amendment nor to fully assess its potential impact; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference _Z_ 9 2 426 I thereto and incorporated herein as if fully set forth in this Section. Section 2. The City of Miami hereby expresses its concerns regarding the proposed amendment to the Dade County Home Rule Charter. entitled "Additional Method of Changing Municipal Boundaries" being placed on the September 1, 1992 ballot by Metropolitan Dade County, pursuant to Resolution No. R-742-92 adopted June 16, 1992, due to the broad and potentially negative impact that said amendment may have on the City of Miami and on other municipalities in Dade County. Section 3. The City of Miami. hereby urges the Board of County Commissioners of Metropolitan Dade County to reconsider .its decision to call a special election .for the purpose of submitting the proposed amendment to the electorate, to conduct additional studies on the impact of said proposed amendment, and to seek additional input from the City and the community at -large regarding said matter prior to being placed before the electorate. Section 4. The City Manager is hereby directed to i transmit a copy of this Resolution to Mayor Stephen P. Clark, all a members of the Board of County Commissioners and County tanager, Joaquin Avino. Section 5. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 1st day of July , 1992.
