J-92-512 6/11/92 RESOLUTION NO. 92 A RESOLUTION RELATED TO A BLOCK PARTY TO BE CONDUCTED BY LIGHT -UP MIAMI, INC. IN CONJUNCTION WITH FLAGLER STATION LTD. TO CELEBRATE THE OPENING OF A NEW LATIN STATION RESTAURANT ON THURSDAY, JULY 2, 1992; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING A ONE -DAY PERMIT TO THE ORGANIZERS TO SELL ALCOHOLIC BEVERAGES IN CONNECTION WITH SAID EVENT; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; WAIVING ALL WAIVABLE CITY FEES RELATED TO SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAY FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during a block party related to the opening of a new Latin Station restaurant to be conducted by Light -Up Miami, Inc. in conjunction with Flagler Station Ltd., the following streets are hereby closed to through vehicular traffic from 2:00 P.M. to 11:00 P.M. on Thursday, July 2, 1992: Flagler street from Miami Avenue to East First Avenue. CITY COMMISSION MEETING OF JUN111992 Aeaolutioa No. 92-- 419 Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell alcoholic beverages pursuant to City Code 54-12.1, the request of Light -Up Miami, Inc. to sell alcoholic beverages for a one -day period in connection with the opening of a new Latin Station restaurant on Thursday, July 2, 1992, is hereby granted subject to the issuance of all permits required by law. Section 4. Pursuant to Section 39-13 of the City Code, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid during the hours of 2:00 P.M. to 11:00 P.M. on July 2, 1992, on the above designated streets and on all intersecting - 2 - 52-- 419 streets for two blocks in all directions. Section 5. All waivable City fees related to said event are hereby waived. Section 6. The herein approvals and authorizations are hereby conditioned upon the organizers paying for all necessary costs of City services associated with said event and obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. Also for authorization of distribution of alcoholic beverage. And for the restriction of other than normal peddlers in the one block area and 2 blocks in all directions. There will be food, drinks and entertainment donated by Latin Station Restaurant, by Flagler Station and by Rok Enterprises, and the block party w III be open to the public. All services, road closures, insurances and public details will be worked out in conjunction with the Department of Community DevelopmenL. Expected attendance is arround 2,000 mostly downtown workers, and this event shwld bring closer the development of entertainment activltles in downtown at night.
