A RESOLUTION, WITH ATTACHMENT(S), APPROVING
AN ADMINISTRATIVE POLICY, IN SUBSTANTIALLY
THE ATTACHED FORM, ESTABLISHING POLICY
GUIDELINES AND OPERATIONAL PROCEDURES FOR THE
CITY OF MIAMI'S MUNICIPAL ACCESS TELEVISION
CHANNEL DESIGNATED ON MIAMI TCI'S SUBSCRIBER
CABLE TELEVISION SYSTEM AS MIAMI NET 9
(CHANNEL 9); DIRECTING THE CITY MANAGER TO
SUBMIT PROPOSED PROGRAMMING TO APPEAR ON SAID
CHANNEL TO THE CITY COMMISSION FOR APPROVAL
AT LEAST ONE MONTH IN ADVANCE OF SCHEDULED
PRESENTATION.
WHEREAS, a munioipal aooess ohannel has been designated on
Miami TCI's subsoriber oable television system and dedicated to
City of Miami programming on a 24-hour a day, seven-day a week
basis for the purpose of identifying, explaining, and promoting
the use of City servioes and to enoourage interaotion between
City government and the oitizens of Miami; and
WHEREAS, said City of Miami programming will appear on TCI
Channel 9 and has been named MIAMI NET 9; and
WHEREAS, the City of Miami will be responsible for the
day-to-day operation of said Channel and produotion of
programming; and
WHEREAS, an Administrative Polioy has been established
setting forth guidelines and prooedures for the operation and
management of said Channel by the City of Miami; and

WHEREAS, it is the desire of the Miami City Commission that
the City Manager submit proposed programming, for City Commission
approval, on the Consent Agenda, at least one month in advance of
scheduled presentation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. An Administrative Policy, in substantially
the form attached hereto, establishing policy guidelines and
operational procedures for the City of Miami's municipal access
television channel, designated on Miami TCI's subscriber cable
television system as MIAMI NET 9 (Channel 9), is hereby approved.
Section 3. The City Manager is hereby directed to submit
proposed programming to appear on said channel to the City
Commission for approval at least one month in advance of
scheduled presentation.
Section 2. This Resolution shall become effective
immediately upon its adoption.

SUBJECT: CITY OF MIAMI MUNICIPAL ACCESS CHANNEL(S)
PURPOSE: To establish specific policies, guidelines, and
procedures for the operation of the City's municipal
access channels and to clarify responsibilities
concerning the administration of the channels, the
coordination and production of programming to be
displayed on the channels, and the participation
of City departments, agencies and offices.
THE POLICY WILL BE AS FOLLOWS:
A. Authorlty for Channel(s).
Section 401 of the City of Miami Cable
Television License Ordinance No. 9332
requires the licensee, Miami TCI, to supply
channels In Its subscriber system to the City
of Miami without charge for the purpose of
transmitting programming by City departments
and agencies.
B. Requlatlon of Channel(s_).
Section 401 of the City of Miami Cable
Television License Ordinance No. 9332 places
channels dedicated to municipal use under the
City Manager's Jurisdiction. It provides
that the City Manager shall administer the
programming and operation of the municipal
access channel(s).
C. Purpose of Channel(s).
The purpose of the City municipal access
channel(s) Is to Identify, explain and
promote the use of City services and to
encourage Interaction between City government
and the citizens of Miami. Programming shall
consist of any Information relative to the
operation of City services; explanations of
the functions of government; general Informa-
tion to the public relative to City events,
meetings, times, dates, places; and public
safety and emergency Information as neces-
sary.

1. Programming policy on the City municipal
access channel(s) shall be to provide
direct non -editorial Information to the
citizens of Miami concerning the
operations and deliberations of city
government. The City municipal access
channel(s) Is not Intended as a mech-
anism for building support for a
particular policy, program, Issue, party
or Individual.
2. Candidates who have announced and/or
qualified for election or reelection to
any elective office shall not be
permitted to make Individual statements
over the City municipal access
channel(s). At all times, current term
elected officials may participate only
In the performance of their official
duties. These prohibitions/restrictions
shall also apply to the staff and
volunteers of a candidate and/or current
term elected official.
3. Sale or lease of channel time on the
City municipal access channel(s) to
display programming containing
advertising or promoting a product or an
event shall be subject to the following
conditions/restrictions:
-- Any advertising or promotion of a
commercial product or event shall be
reviewed and approved by the City for
appropriateness of content prior to
cablecast.
-- The content, production quality,
and intent of all advertising messages
cablecast on the channel(s) shall be of
the nature of advertising prepared for
broadcast to a national television
audience.
-- Advertising or promotion of local
products, business establishments, and
events shall be prohibited, with the
exception of the advertising and pro-
motion of commercial events located In
City facilities.

1. Any public meeting cabiecast shall not
be subJected to editorial comments or
edited as a whole. Portions may be used
as segments of other documentary
programming. Insertion of visual aids,
such as alphanumeric information, that
pertains directly to the meeting agenda
Is allowed.
2. Any departmental programming may be
modified or edited as appropriate to the
policies of these guidelines, or as
scheduling and work force dictates.
3. Messages programmed for use on the
text/graphic "bulletin board" may be
edited to provide clarity and to
maximize the capacity of the system.
1. The municipal access channel(s) on Miami
TCI's subscriber cable television system
will be programmed by the City of Miami
on a 24-hour a day basis seven days a
week.
2. The Informational programming to be
displayed on the City's channel(s) will
be composed of multilingual video,
graphic. and text information and will
be of broadcast television quality.
3. Programming modes may Include:
--- Live coverage of meetings of the
City Commission, hearings, and other
live programming as may be determined
from time to time.
-- Tape delayed cablecasting of live
programming.
-- Programming produced with the
resources of the departments, agencies
and offices of the City of Miami.
-- Outside source programs acquired
for use when appropriate to the
guidelines described herein.
-- Text/graphics automated bulletin
board service will be In operation when
no other video programming Is scheduled.

1. The City Manager is responsible for the
management and operation of the City of
Miami municipal access cable channel(s).
2. The following departments are
responsible for the day-to-day operation
of the channel(s) and production of
programming to be displayed on the
channel(s): Computers (Administration/
Cable); Conferences, Conventions and
Public Facilities (Office of Public
Information); Fire (PIO/Video unit); and
General Services Administratlon/Solld
Waste (Communications).
3. Departmental responsibilities are as
follows:
-- Computers (Administration/Cable):
channel administration; technical
coordination;
-- Conferences, Conventions and Public
Facilities (Office of Public Informa-
tion): channel programming content;
Information coordination;
-- Fire (PIO/Video unit): video
program production; distribution system
operation;
-- General Services Administration/
Solid Waste (Communications): system
engineering; equipment maintenance.
3. Operational guidance Is provided by the
City Cable Channel Task Force composed
of the Cable Communications Adminis-
trator; Cable TV Engineer; Office of
Public information Supervisor; and the
Public Information Officer (Fire
Department).

1. All departments, agencies, and offices
of the City of Miami may submit requests
and proposals for programming to the
Office of Public Information Supervisor
which are appropriate to the
guidelines set forth herein. All
programming requests are subject to
review by the Office of Public
Information Supervisor and must adhere
to schedule regulations set by that
office.
2. Programming requests by departments will
be accommodated on a first -come, first -
served basis In accordance with
programming schedules and availability
of staff and equipment. In emergency
sl.tuations, the Office of Public
Information Supervisor and/or the City
Manager shall set programming
priorities.
3. At the regular City Commission meeting
of each month, the Office of Public
Information Supervisor will submit on
the consent agenda for approval by the
City Commission the proposed schedule of
any programs to be cablecast live or to
be videotaped for cablecast on a tape
delayed basis on the municipal access
channel during the following month. The
schedule will Include any programing
events to be cablecast other than the
City bulletin board and public service
announcements.
4. A Bally programming log of all
cablecasts will be kept on file.

1. DeoartmentaI Information Liaisons.
A team of Departmental Information
Liaisons. made up of representatives
from every City department, office,
or agency, will be established to
provide for the timely and accurate flow
of Information released through the City
municipal access channel(s).
Liaisons will be appointed by their
respective director, with larger
departments with multiple divisions
appointing more than one Llalson If they
deem necessary.
This team of Liaisons will be trained as
to the capabilities of the City munlcl-
pal access channel(s), the proper
manner for submission of Information and
requests, deadlines, time availability,
etc.
Liaisons will be responsible for the
coordination of all Information
submitted by their department, office,
or agency, and for maintaining the
Office of Public Information updated
regarding upcoming events, projects
and general Information of concern to
the citizens of Miami.
2. Neighborhood Administrators.
Neighborhood Administrators will be
trained as to the capabilities of the
City municipal access channel(s),
the proper manner for submission of
Information and requests, deadlines,
time availability, etc.
Neighborhood Administrators will be
responsible for the coordination of all
Information submitted by their neighbor-
hood office, and for maintaining
the Office of Public Information updated
regarding upcoming events, projects and
general Information of concern to the
citizens of their respective neighbor-
hoods.

ENCLOSURES.
MIAMI NET 9 is the City of Miami's municipal access cable
channel. The purpose of the City cable channel is to identify,
explain and promote the use of City services and to encourage
Interaction between City government and the citizens of Miami.
Informational programming to be displayed on the City cable TV
channel during the month of July 1992:
1. City Video Bulletin Board
Graphic, and text Information relative to the operation of
City services; explanations of the functions of government;
general Information to the public relative to City events,
meetings, times, dates, places;specific information tailored
to the needs of each of the 11 Neighborhood Enhancement Team
Service Areas;and public safety and emergency information as
necessary. The audio accompaniment of uninterrupted music,
through the Digital Music Express Service, is provided by
Miami TCI as a courtesy to the City.
,11. Public Service Announcements
Including fire safety tips, recycling information, downtown
development promotion, etc.

To be cablecast this month:
1. Hurricane Awareness.
2. Police Awards Ceremony (videotaped on June 3 to be re-
played throughout the month).

4. Miami's Most Wanted.

A municipal access channel has been designated on Miami TCI's
subscriber cable television system. This channel will be
programmed by the City of Miami on a 24-hour day, seven-day week
basis. It will be seen In 40,000 Miami cable TV households and
on TV screens to be'placed in the DDA klosks located In downtown
Miami.
City of Miami programming wlII appear on Channel 9 until Miami
TCI makes a realignment of Its channels to accommodate the City
channel on another one of Its first 13 channels. For purposes of
Identification, the name of the Clty's channel -- MIAMI NET 9 --
will be superimposed on a graphic of the downtown skyline. The
City of Miami seal also will be used as background.
The purpose of the City cable channel Is to Identify, explain and
promote the use of City services and to encourage Interaction
between City government and the citizens of Miami.
The Informational programming to be displayed on the City cable
TV channel will be composed of multilingual video, graphic, and
text Information relative to the operation of City services;
explanations of the functions of government; general Information
to the public relative to City events, meetings, times, dates,
places; and ,public safety and emergency information as necessary.
In addition, the City channel will provide specific Information
tallored to the needs of each of the 11 Neighborhood Enhancement
Team Service Areas.
The programming effort on the channel will rely upon a simple
"bulletin board" format featuring graphic/text Information
alternating with public service announcements. This basic level
of programming wlII be produced without hiring additional staff
and will use equipment resources within the City. There will be
no change In the amount or level of programming without the
approval of the City Commission.
At the regular City Commission meeting of each month, the Office
of Public Information Supervisor will submit on the consent
agenda for approval by the City Commission the proposed schedule

of any programs to be cab iecast IIve or to be videotaped for
cabiecast on a tape delayed basis on the municipal access channel
during the following month. The schedule will Include programing
events to be cab iecast other than the City bulletin board and
public service announcements.
Attached Is the Adminlsttative Poiicv for -the City of Miami
Munlclaai Access Channells). This document states that the City
Manager Is responsible for the management and operation of the
City .of Miami municipal access cable channel and establishes the
overall policy and procedures for the channel.
The "Policy Guidelines" section Is closely modeled on the Metro --
Dade County Gu l de l Ines for the Use of the, , Metro -Dade„ Qgvernment
Information Channel. These guldel Ines have proved sound during
the five years that the County government cable television access
channel has been In operation.
Staff of the departments of Conferences, Conventions and Public
Facilities (Office of Public information), Fire (PIO/Vldeo unit),
Computers (Administration/Cable), and General Services
Administration/Solid Waste (Communications) will be responsible
for the day-to-day operation of the channel and production of
programming. Operational procedures will be set forth and kept
current In the City of Miami Administrative Policy Manual.
This Administrative Policy will be presented at a future City
Commission meeting for final approval.
