HomeMy WebLinkAboutR-92-0397J-92-441 6/3/92 RESOLUTION NO. y 2 3 9 7 A RESOLUTION APPROVING THE FINDINGS OF THE MIAMI CONVENTION CENTER SELECTION COMMITTEE AS TO THE MOST QUALIFIED MANAGEMENT COMPANY, IN RANK ORDER, TO PROVIDE PROFESSIONAL SERVICES TO THE MANAGEMENT OPERATION AND MAINTENANCE OF THE MIAMI CONVENTION CENTER; AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH THE MOST QUALIFIED COMPANIES IN RANK ORDER, UNTIL HE ARRIVES AT AN AGREEMENT WHICH IS FAIR, COMPETITIVE AND REASONABLE; AND FURTHER DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, the City of Miami/University of Miami James L. Knight International Center opened on April 27, 1982; and WHEREAS, the Lease and Agreement in existence between the City of Miami and Miami Center Associates, Ltd. Developer, requires that ..,,the Excepted Premises, (excluding the [University of Miami] Conference Center) shall during the term [of the Lease and Agreement] be placed under a management agreement with a professional management firm, having experience in management of convention centers or civic facilities comparable to the Convention Center ..."; and WHEREAS, the original ten (10) year term of the management and operation agreement between the City and Spectacor Management Group ("SMG"), f/k/a Facility Management Group, Inc. (FMG) expires on or about September 30, 1992, and CITY CONIMTSSXCR DIErTRIG OB JU N 1 1 1992 Resolution No. 92- 397 WHEREAS, the City of Miami issued a request for proposals for the management, operation and maintenance of the Miami Convention Center on February 28, 1992; and WHEREAS, the Selection Committee evaluated the proposals received March 30, 1992, in response to the City's request for proposals, and selected in rank order three companies as most qualified to provide the required professional services for said City's facility; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby approves the findings of the Selection Committee of the following companies, in rank order, as the most .qualified to provide professional services in the management, operation and maintenance of the Miami Convention Center: Management Company Ranked #1: Leisure Management International Management Company Ranked #2: Spectacor Management Group Management Company Ranked #3: Tecton Management Services, Inc. Section 3. The City Manager or his designee is hereby authorized to negotiate a professional services agreement with the management company ranked #1 as set forth in Section 2 herein. In the event that the City Manager or his designee - 2 - 92- 397 cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the company ranked first, then he is hereby authorized to formally terminate such negotiations and undertake negotiations with the company ranked second. In the event that he fails to negotiate a satisfactory agreement with the company ranked second, then the City Manager or his designee is authorized to undertake negotiations with the company ranked third. Section 4. The City Manager is hereby directed to present the negotiated agreement, in a form acceptable to the City Attorney, to the City Commission for its ratification and approval. Sedtion 5. City Mana '1r*', j j RECOMMEWATION DAtE SUPJECT Approval of Resolution & Authorization to Negotiate Agreement with selected Management Company for the REFERENCES Miami Convention Center Facility ENCLOSURES It is respectfully recommended that the City Commission adopt the attached Resolution, approving the findings of the Selection Committee as to the most qualified company, in rank order, to provide professional services for the Miami Convention Center; authorizing the City Manager to undertake negotiations with the most qualified company in rank order, until he arrives at an agreement which is fair, competitive and reasonable and directing the City Manager to present the negotiated agreement to the City Commission for their ratification and approval. ( BACKGROUND The Department of Conferences, Conventions and Public Facilities recommends that the CityCommission authorize the City Manager to Y 9 i undertake negotiations to arrive at an agreement for professional i services for the Miami Convention Center. The City of Miami/University of Miami James L. Knight International Center opened on April 27, 1982 and is required by the "Lease and Agreement" between the City of Miami and Miami Center Associates to have a management agreement with a professional management firm, having experience in management of convention centers or civic facilities comparable to the Convention Center. In accordance with City of Miami Ordinance 9672 which appears as Section 18.52.2 of the Code of the City of Miami, the selection process was carried out as outlined in the attached reports of the proceedings of the Selection Committee meetings. In summary three (3) proposals were submitted; the Selection Committee decided and proceeded to hear presentations and interview the Management Companies.
