HomeMy WebLinkAboutR-92-0380J-92-380 6/1/92 RESOLUTION NO. 92- 380 N A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY MANAGER TO ACCEPT THE DONATION OF FUNDS NOT TO EXCEED AN AMOUNT OF $29,832 FROM THE ELEVENTH JUDICIAL CIRCUIT OF FLORIDA, THE ADMINISTRATIVE OFFICE OF THE COURTS, IN DADE COUNTY, FLORIDA ("CIRCUIT"), FOR THE ACQUISITION OF COMPUTER HARDWARE AND SOFTWARE ("INTERFACE") TO CONTINUE TO ALLOW THE MAINFRAME COMPUTERS OF THE CITY OF MIAMI ("CITY") TO ACCESS POLICE INFORMATION FROM METROPOLITAN DADE COUNTY'S ("COUNTY") COMPUTER SYSTEM; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE ELEVENTH JUDICIAL CIRCUIT OF FLORIDA, THE ADMINISTRATIVE OFFICE OF THE COURTS, IN DADE COUNTY, FLORIDA, TO IMPLEMENT SAID ACQUISITION. WHEREAS, the CIRCUIT will donate $29,832 for the purchase of an INTERFACE to enable the CITY'S mainframe computers to continue to access Police information from the COUNTY'S computer system; and WHEREAS, the CITY currently maintains a oomputer-to-oomputer interface with the COUNTY and said INTERFACE will be changing as a result of the COUNTY upgrading its computer system to include enhancements; and WHEREAS, the CITY is required to upgrade its interface to continue to access the COUNTY computer and utilize the enhancements; and WHEREAS, the CIRCIIIT will enter into an agreement with the CITY to provide $29,832 for the purchase of the INTERFACE and its installation; and , -- ATTACHMENT (5) CITY COMI•IISSION MEETING OF JUN 1 1 T1111 9 2nw�lut3 8 V WHEREAS, the CITY will be responsible for the cost of any INTERFACE maintenance fees and the selection of the hardware and software; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept the donation of funds in an amount not to exceed $29,832 from the Eleventh Judicial Circuit of Florida, the Administrative Office of the Courts, in Dade County, Florida, for the acquisition of computer hardware and software to continue to allow the mainframe computers of the City of Miami to access police information from Metropolitan Dade County's computer system. Section U. The City Manager is hereby authorized'/ to enter into an agreement, in substantially the attaohed form, to implement said acquisition. Section 4. This Resolution shall become effective immediately upon its adoption. PTJA EZ, MAYOR C,11 APPROVED AS TO FORM AND CORRECTNESS: AGREEMENT THIS AGREEMENT made and entered this day of 1992, by and between the CITY OF MIAMI, a municipal corporation of the State of Florida ("CITY") and the ELEVENTH JUDICIAL CIRCUIT OF FLORIDA, the Administrative Office of the Courts, in Dade County, Florida ("CIRCUIT"). RECITALS WHEREAS, the CIRCUIT has granted the CITY $29,832.00 for the acquisition of hardware and software to make the CITY's computer access to the Dade County Computers Criminal Justice Information system ("INTERFACE") easier; and WHEREAS, this interface will provide the CITY Police Department the ability to access any available system that resides on the Dade Computers; NOW THEREFORE, in consideration of the premises and the further consideration set forth, it is agreed as follows: 1. The recitals contained in the foregoing are adopted by reference thereto and incorporated herein as if fully set forth in this paragraph. 2. The CIRCUIT will provide $29,832.00 for the acquisition of the INTERFACE and its installation. 3. The CITY will be responsible for the cost of any INTERFACE maintenance fees and any and all amounts that exceed $29,832.00. 92-- 380 4. The CITY will select the INTERFACE to be purchased and the vendors to provide the same. 5. The vendors of the INTERFACE will send the invoice for payments directly to the CIRCUIT which will pay the same. t 6. Any and all disputes related to payment of any and all invoices shall be directed to and handled by the CIRCUIT. 7. Once the INTERFACE is accepted by the CITY, the CITY will be its sole owner and CITY will have full authority to use the INTERFACE in the manner and form most beneficial to the CITY. Odio Fs=gyp_ .cEs DADE COUNTY City Manager'; :j PC-03sua:s RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution accepting the donation of $29,832.00 from the Eleventh Judicial Circuit of Florida, Dade County, for the acquisition of computer equipment to continue to allow the City's mainframe computer to access police information from the County computer system due to a change in the County's communications protocol. BACKGROUND The City of Miami currently maintains a computer -to -computer interface with Metro Dade County. This interface is used to provide critical information to the City of Miami Police Department. The County is making significant changes to the -'' software and communications interface that will result in improved services. In order for us to continue to access information from the Criminal Justice System, and to utilize the available tools and resources, we are required to upgrade our existing computer interface by July 4, 1992. The Eleventh Judicial Circuit- of Florida, Dade County, has agreed to expend $29,832 for the purchase of the necessary computer equipment and software. The annual maintenance cost for the interface is -'' estimated to be $4,100 the first year, with a cap of 9% annual increase. 92-- 380
