RESOLUTION NO.
A RESOLUTION AUTHORIZING THE SPONSORSHIP OF
THE YOUTH CRIME WATCH OF AMERICA PROGRAM AND
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT
TO EXCEED $20,000, FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH EXPENDITURE HAVING BEEN
APPROVED BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami, along with the rest of the
nation, has experienced a major increase in drug sales,
purchases, and use; and
WHEREAS, the Youth Crime Watch of America Program focuses -
-' its efforts on the underlying problems leading to the purchase
and use of drugs; and
WHEREAS, this year's conference will be held at the Omni
Hotel, Miami, Florida, reaching 1200 students, school

administrators, teachers, law enforcement officials, and
concerned citizens both locally and nationally; and
=i WHEREAS, the $20,000 will be used to furnish scholarships to

WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been inoluded in the Police -
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
oomply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund; _
NOW, THEREFORE, HE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Seotion 1. The reoitals and findings contained in the
Preamble to this Resolution are hereby adopted by referenoe
thereto and inoorporated herein as if fully set forth in this
Seotion,
Seotion 2. The sponsorship of the Youth Crime Watch of
America Program is hereby authorized with funds therefor, in an
amount not to exceed $20,000, - hereby allooated from the
City of Miami Law Enforcement Trust Fund, Projeot No. 690001,
Index Code 029002-247, such expenditure having been approved by
the Chief of Police.
Section 3. This Resolution shall become effeotive
immediately upon its adoption.

Contribution to Youth Crime
Watch of America Program

ENCLOSURES
It is respectfully recommended that a Resolution authorizing the
funding of the Youth Crime Watch of America Program, in the
amount of $20,000, be approved.
The Police Department supports the efforts of the Youth Crime
Watch of America Program and has agreed to sponsor this year's
conference, to be held at the Omni Hotel. The program is
expected to reach between 1,000 and 1,500 students, school
administrators, law enforcement officials and concerned citizens
locally and nationwide. This will be done in an effort to train
our youth in the fight against crime and drugs.
The $20,000 contribution from the Police Department will be used
to furnish scholarships for high risk students in the City of
Miami area, registration fees for City of Miami Police Officers,
and to defray expenses associated with presenting workshops.
It is, therefore, recommended that the Resolution authorizing the
sponsorship of the Youth Crime Watch of America Program, in an
amount not to exceed $20,000, funding to be provided from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002-
247, be approved.
