RESOLUTION NO•
A RESOLUTION AUTHORIZING THE COMMITMENT OF
FUNDS IN SUPPORT OF THE AGAPE PROGRAM OF THE
SOUTH FLORIDA JAIL MINISTRIES AND ALLOCATING
FUNDS THEREFOR IN AN AMOUNT NOT TO EXCEED
$25,000 FROM THE LAW ENFORCEMENT TRUST FUND,
SUCH EXPENDITURE HAVING BEEN APPROVED BY THE
CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami Police Department recognizes that
much of the crime committed today is the result of alcohol and
substance abuse; and
WHEREAS, one of the ways to reduce crime is to treat the
source of the problem; and
WHEREAS, the Agape Program of the South Florida Jail
Ministries is a residential drug rehabilitation and counseling
program developed as an alternative to incarceration and designed
to combat alcohol and drug abuse; and
WHEREAS, many of the clients treated and counseled in the
Agape Program are City of Miami residents; and

WHEREAS, the City of Miami Police Department supports these
efforts and has taken an active role in the funding of such
programs; and
WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the proposed expenditures
comply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The commitment of funds in support of the Agape
Program of the South Florida Jail Ministries is hereby authorized
with funds therefor, in an amount not to exceed $25,000, being
hereby allocated from the City of Miami Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247, such expenditure
having been approved by the Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that a Resolution authorizing the
commitment of funds to the Agape Program of the South Florida
Jail Ministries, in an amount not to exceed $25, 000, from the Law
Enforcement Trust Fund, be approved.

The Po7,ice Department recognizes that the underlying cause of
much of the crime committed today is alcohol and substance abuse.
The Department also recognizes that by' treating these problems at
the source there moy be a correlative decrease in crime. One of
the means available for the treatment of first time, nonviolent
offenders, is the Agape Program of the South Florida .jail
Ministries. This residential drug rehabilitation program for
women services City of Miami, as well as Dade County residents.
It is, therefore, recommended that a Resolution authorizing the
commitment of funds to the Agape Program of the South Florida
Jail Ministries, in an amount not to exceed $25,000, be approved.
Funding is to be from the Law Enforcement Trust Fund, Project I4o.
690001, Index Code No. 029002-247.
