A RESOLUTION RELATED TO KONBIT KREYOL '92 -_
STREET FAIR TO BE CONDUCTED BY MEMBERS OF THE
HAITIAN IBO CLUB ON SATURDAY, MAY 30, 1992;
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS -
TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; CONDITIONED UPON THE ORGANIZERS _
PAYING FOR THE NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENT AND
OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER
OR HIS DESIGNEE. _
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during
Konbit Kreyol 192 Street Fair to be conducted by members of the =�
Haitian Ibo Club, the following streets are hereby closed to
through vehicular traffic from 12:00 noon to 10:00 P.M. on
Saturday. May 30, 1992:
Northeast Second Avenue from Northeast Fifty-ninth
Street to Northeast Sixty-seoond Street.
Included in the herein olosure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section.
Section 2. Such closing of streets is subjeot to State
approval and the issuance of permits by the Departments of Police
and Fire, Rescue and Inspection Services. Said permit from the

Department of Polioe is to be issued upon the full approval of
the Chief of. Polioe after giving all due oonsideration to the
safety and traffio needs of residents, businesses and religious
institutions in the area for entering and orossing through said
arterials and upon the favorable exeroise of the City Manager's
judgement predioated upon all faotors set forth herein.
Seotion 3. The herein approvals and authorizations are
hereby oonditioned upon the organizers paying for all necessary
oosts of City servioes assooiated with said event and obtaining
insuranoe to proteot the City in the amount as presoribed by the
City Manager or his designee.
Seotion 4. This Resolution shall beoome effeotive
immediately upon its adoption.

Dear Comnissionesr,
We would like to take this opportunity to thank you for your
continued support of the Haitian Community.
This year, the Haitian rbo Club, in cooperation with the
Haitian Task Force -and the Haitian American Foundation, -would like
to organize Nonbit Kreyol 92', a cultural and educational street
fair at Northeast 2nd Avenue between Northeast 59th Street and
Northeast 62nd Street. Unfortunately, last month, because of our
lack of knowledge of the city's day-to-day operation, we missed the
deadline to get on the 4/2/92 agenda. We received information that
your meetings were to be on 4/19 and 4/23.
We are not going to give up for the students have invested a '
lot of time and planning to produce this, our 4th Konbit Kreycl.
We would like for you and your office to sponsor us and include um
on the second agenda of the commissioner's. April 30th meeting. We
are counting on you.

QAU AN OHJEC=5
The Haitian Community in South Florida (over ]eo,0oo) and
specifically Dade County (over 100,000 in addition to the city of
Miami.) has established itself as an important, exciting, and viable
addition to the city of Miami and Dade Countyls multi -cultural
population. The Haitian community is a major contributor to the
rich social, economic, and political environment of the region.
Yet, this unique historical, artistic, and cultural microcosm of
our U.S. melting pot and our local multi -ethnic community has no
representation in the area of the Humanities. This lack of
representation has not helped our city and countyfs population in
understanding the various misconceptions surrounding this segment
of our population: the Haitian Community.
The other ethnic groups have been well represented. The existence
of a yearly Spanish Heritage series at Miami -Dade Community
College, North, Wolfson, and South Campuses, the Afro-American
History Month observations throughout the city and county, the
Cuban Art Museum in Little Havana, Calls Coho, Gumbay Festival,
Paella, and actoberfest, to name a few, can attest to that.
The purpose of KONBIT KREYOL 92" will be :
a) to commemorate Christopher Columbus• quincentannial
voyage. when Christopher Columbus landed in Haiti in
1492, he set in motion what is now known as the Haitian
Culture.
b) to share and educate the public at large about the many
artistic, educational, and social aspects of the Haitian
Culture.
c) to help raise needed funds Ifor the Toussaint Louverture
Scholarship, a scholarship established at Miami -Dade
Community College to help college -bound Haitian students.
d) to celebrate the creation of the Haitian Flag (May 18).
A parade involving students from the area's schools will
take place at Miami -Dade Community College, North on
Friday, May IS, 1992 from 10:00 a.m. - 1:30 p.m,
e) to have an Educational Fair. luny of the areas*
educational institutions will be invited to showcase the
many educational opportunities available to the Haitian:
Community.
In Creole, KONBIT means a gathering of people to share, work
together, celebrate, and hope for a better harvest ... next year.

In 1989, over 4,000 people participated in Haitian Festival $91,
held at Miami -Dade Community College (H-DCC), North Campus. That
event was organized by M-DCC, North in cooperation with the Haitian
2bo Club, a student organization, and various organizations in the
community. The Toussaint Louverture Scholarship was establisood. In
1990, over 6,000 people gathered to celebrate KONBIT KREY L 901.
This time, the Haitian Ibo Club, with the support of M-DCC, North
and the Haitian Community produced this historical event. In 1991,
once again, against all odds, the Haitian Ibo Club produced KONBIT
KREY& 91 f with the support of M-DCC, North . 6o far, The Toussaint
Louverture Scholarship has supported 5 scholarship recipients.
The Haitian Ibo Club, a student organization at Miami -Dade
Community College, North Caiipus was created in 1982 to rekindle
pride among the Haitian student population at M-DCC, North.
Throughout the years, The Ibo Club has supported the Haitian
student population in various academic, cultural, and social
endeavors. In addition to supporting the Haitian students on campus
and winning many awards, the Club also per forms community services.
The Ibo Club is sponsored by a Faculty Advisor. Club membership is
open to An students at M-DCC,North Campus. Elections for the
following offices are held every year: President, Vice -President,
Treasurer, and secretary. In addition to the alumni, the Ibo Club
is over 100-members strong this semester. The Club can be contacted
at 11380 NW 27th Ave., Miami, FL 33167, (305) 237-1250 or 1636.
This year, The Haitian Ibo Club in cooperation with the Haitian
Task Force, the Haitian American Foundation, and M-DCC, North is
planning a cultural and educational street fair by organizing:
a) The Haitian Flag Day Parade on
Miami -Dade Community College.

between NE 59th Street and NE 62nd Street in front of
the Caribbean Market Place on Sturday, May 30. 1992 front

This year, the Haitian Ibo Club is celebrating its loth year.

IN-KIN12 CONTRiBUTIO S NEEDED FROM THE CITY OF MIAMI
_ To help us accomplish the aforementioned project, we would like to
raquest tho following in -kind support from the city of Miami:
--- A permit to secure the area (see map in appendix)
fron, 7:30 p.m. rriday, May 29, 1992 until 11:30 p.m.
Saturday, May 30, 1992 to allow for set up and clean
UP.
--- Sanitation Department clean up of area on Friday, May
291 1992 before the event and on Saturday, May 300 1992
after the event. —
--- Use of the Mobile Stage, including the wings (for
speakers)
--- Use of the Delco power truck (minimum 250 amps)
--- police patrol, preferably Creole speaking police
Officers
--- A shuttle buss service from Bayside to the Caribbean
Market Place, from 9:00 a.m. to 11:30 p.m. Saturday,
May 30, 2992 or permission for the jitneys to operate
on that route that day.
-- Use of street decorative flags (flags from all
countries)

In addition to the activities that will take place as per the
schedule on the following page, we plan to have the following t
a) there will be booths where artists can showcase
their artwork.
b) various educational institutions will be there to inform
the Haitian community about the many educational
opportunities available to them.
c) the Haitian Ibo Club will disseminate information about
the Toussaint Louverture Scholarship.
d) Various artists dill demonstrate many aspects of the
Haitian Culture (as per next page's schedule)
A "RARA" (a folkloric band) will also perform using
homemade musical instruments, remnants of Our African
Heritage.
