J � _ _ � � U�- A RESOLUTION AUTHORIZING THE RENTAL OF - TWENTY-THREE (23) ADDITIONAL VEHICLES FROM _- ROYAL RENT -A -CAR, IN AN AMOUNT NOT TO EXCEED $151,248, FOR USE BY THE POLICE DEPARTMENT SUBJECT TO APPLICABLE CITY CODE PROCUREMENT PROVISIONS, WITH FUNDING FOR SAID VEHICLE RENTALS HAVING BEEN ALLOCATED PREVIOUSLY BY RESOLUTION NUMBERS 90r-597, 91-224, 89-899, 89-714, AND ORDINANCE NUMBERS 10912, 10913, AND 10923 FROM ACCOUNT CODES AS DESIGNATED s� HEREIN. WHEREAS, the City Commission has accepted grants and - approved the establishment of grant assisted programs which necessitate the utilization of rental vehicles by the City of Miami Police Department; and WHEREAS, the success of these programs is dependent upon the rental of twenty-three (23) additional vehicles; and WHEREAS, programs requiring the use of said vehicles Include: The Career Criminal Program (4 vehicles), the Robbery Task Force (3 vehicles), the Youth Crime Prevention and Drug Prevention Soccer League (1 vehicle), the Crack Cocaine Grant (8 vehicles), the HIDTA Asset Tracking Grant (1 vehicle), the HIDTA Geographic Targeting Grant (1 vehicle), and a joint operation with the U.S. Customs Department whereby the City of Miami is ae reimbursed for rental oars (8 vehicles); and r. CITY COV174ISSION r4EETING OF MAY 1 A 1992 Resolution No. 92- 316 MR WHEREAS, funding has been allocated previously for the rental of said vehioles from the herein designated accounts; and WHEREAS, said vehicles will be rented from Royal Rent-A-Car, in an amount not to exceed $151,248, under Bid No. 91-92-001, and in a000rdanoe with City of Miami Code and Proourement provisions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The rental of twenty-three (23) additional vehicles from Royal. Rent-A-Car, in an amount not to exceed $151,248, for use by the Police Department in the above cited programs is hereby authorized subject to applicable City Code proourement provisions. Section 3. Odio REFERENCES City Manager ENCLOSURES: I] APR 2 81992 FILE : Resolution Authorizing Rental of Previously Approved Vehicles It is respectfully recommended that a Resolution increasing the number of vehicles permitted to be rented from Royal. Rent-A-Car, by twenty-three (23), be approved. On December 5, 1991, the City Commission awarded Bid No. 91-92- 001 to Royal Rent-A-Car, a Hispanic/.local vendor, located at 1199 N.W. LeJeune Road, Miami, Florida, 33126, by Resolution No. 91- 890. The award was for 56 vehicles and did not include those vehicles approved by Resolution No's. 90-597, 91-224, 89-599, 89-714; Ordinance No's. 10923, 10912, 10913; and by reimbursement from the United States Customs. The Miami Police Department has obtained approval from the City Commission for the establishment of several programs and the acceptance of several grants authorizing the rental of vehicles. These programs and grants include: the Career Criminal Detail (4 vehicles), the Robbery Task Force (3 vehicles), the Youth Crime and Drug Prevention Soccer League (1 vehicle), the Crack Cocaine Grant (8 vehicles), the HIDTA Asset Tracking Grant (1 vehicle), the HIDTA Geographic Targeting Grant (1 vehicle), and a joint operation in which the U.S. Customs Department is reimbursing the City of Miami for rental cars (5 vehicles). These programs are in addition to operations requiring the 56 vehicles approved by Resolution No. 91-890. These vehicles would be rented from Royal Rent-A-Car pursuant to the award of Bid No. 91-92-001, and all procurement guidelines have been met. It is, therefore, recommended that a Resolution increasing the number of vehicles permitted to be rented from Royal Rent-A-Car by twenty-three (23), with funding therefor from previously allocated funds.
