TO TARE TESTIMONY REGARDING A DRAFT REQUEST FOR PROPOSALS (RFP) FOR THE DEVELOPMENT OF A FULL SERVICE BOATYARD FACILITY, MARINA AND OPTIONAL MARINE -RELATED RETAIL USE ON CITY -OWNED WATERFRONT PROPERTY LOCATED AT 2640 SOUTH BAYSHORE DRIVE, MIAMI, FLORIDA; THEREBY PROVIDING THAT SAID PUBLIC HEARING BE RESCHEDULED TO JUNE 11, 1992 AT 4:00 P.M. WHEREAS, on February 13, 1992, the City Commission, pursuant to Resolution No. 92-91, determined that it is most advantageous for the development of a full-servioe boatyard facility, marina and optional marine -related retail use of City -owned property located at 2640 South Bayshore Drive, Miami, Florida, and that the City implement the Unified Development Project (UDP) prooess; and WHEREAS, pursuant to the aforementioned Resolution, a Public Hearing was scheduled for April 9, 1992 at 4:00 P.M., to consider —� the oontents of the Request for Proposals (RFP) for said UDP; and WHEREAS, the April 9, 1992 City Commission Meeting was rescheduled to April 2, 1992, pursuant to Resolution No. 92-193, adopted Maroh 12, 1992; and WHEREAS, on April 2, 1992, the City Commission authorized the oontinuanoe of the Public Hearing to May 14, 1992 at 4:05 CITY COMMISSION MEETING OF MAY 1 4 1992 Resolution No. 02- 302 P.M., due to the unavailability of the two property appraisal reports ordered this year; and WHEREAS, it is necessary to amend said Resolution to reschedule Public Hearing to June 11, 1992 at 4:00 P.M., due to the unavailability of the two property appraisal reports; and WHEREAS, Resolution No. 92-91 further authorized, at the conclusion of the Public Hearing, if the City Commission is disposed to proceed, the issuance of a RFP, selection of a certified public accounting firm, and appointment of members to a review committee to evaluate proposals and to report findings to the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 3 of Resolution No. 92-91, adopted February 13, 1992, is hereby amended in the following particulars:1 "Section 3. A Public Hearing to consider a Unified Development Request for Proposals for the development of a full service boat yard facility marina and ancillary marine -related retail use on City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida is hereby scheduled for *yrtt 0, . Odio REFERENCEtor Commission Meeting City Manager ENCLOSURESPf May 14, 1992 lax0mv,low � �l It is respectfully recommended that the City Commission adopt the attached Resolution amending Resolution No. 92-91 adopted February 13, 1992 which declared that the most advantageous method to develop certain improvements on certain City -owned land is by a Unified Development Project (UDP) and scheduled a Public Hearing for April 9, 1992 at 4:00 p.m. to take testimony regarding a draft Request for Proposals (RFP) for the development of full -service boatyard facility, marina and optional marine - related retail use on City -owned waterfront property located 2640 South Bayshore Drive; to provide that said Public Hearing be rescheduled for June 11, 1992 at 4:00 p.m. asio On February 13, 1992 the City of Miami Commission adopted Resolution No. 92-91 which determined that for the development of a full -service boatyard facility, marina and optional marine - related retail use on City -owned property located at 2640 South Bayshore Drive, Miami, it is most advantageous for the City to implement the Unified Development Project (UDP) process. Resolution No. 92-91 confirmed a Public Hearing for April 9, 1992 at 4:00 p.m. to consider the contents of the Request for Proposals (RFP) for this UDP, further authorized that at the conclusion of the Public Hearing, if the City Commission is disposed to proceed, issuance of an RFP, selection of a certified public accounting firm, and appointment of members to a review committee from persons recommended by the City Manager. City Charter Section 29-B prohibits the favorably considering any sale or lease of City unless there is a return to the Cit under such proposed sale or lease. As of April 14, 1992, the two appraisals reports had not been completed. It is necessary to reschedule the Public Hearing to comply with the City Commission's directive to distribute the RFP to interested parties for review at least 30 days prior to the scheduled Public Hearing.
