A RESOLUTION AUTHORIZING THE TRANSFER OF
TWENTY-TWO THOUSAND FIVE HUNDRED DOLLARS
($22,500) FROM THE AFFORDABLE HOUSING TRUST
FUND TO THE DOWNTOWN DEVELOPMENT AUTHORITY
FOR CONSULTANT SERVICES IN THE PREPARATION OF
A DOWNTOWN MIAMI HOUSING MARKET ANALYSIS
STUDY TO DETERMINE THE FEASIBILITY OF
DEVELOPING AFFORDABLE HOUSING WITHIN DOWNTOWN
MIAMI.
WHEREAS, the Downtown Development Authority requested
Twenty -Five Thousand Dollars ($25,000) from the Affordable
Housing Trust Fund for a Market Analysis Study to determine the
feasibility of developing a£ford,.Able housing in Downtown Miami;
and
WHEREAS, the Miami City Commission adopted Resolution No.
91-884 allocating and authorizing the expenditure of Twenty -Five
Thousand Dollars ($28,000) for said purpose; and
WHEREAS, the Downtown Development Authority has completed a
Consultant Selection Process a000rding to procedures set forth by
the City of Miami; and
WHEREAS, the Board of Direotors of the Downtown Development
Authority adopted a Resolution approving the recommendation of
the Consultant Seleotion Committee and authorizing the Executive
Director to negotiate a contract with the recommended consultant,
Goodkin Researoh, the Winston Group and Executive Management
Information and Technical Services, Inc., a joint venture;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Seotion 1. The transfer of Twenty -Two Thousand Five
Hundred Dollars ($22,800) from the Affordable housing Trust Fund
to the Downtown Development Authority is hereby authorized for
consultant services for the preparation of a Downtown Miami
Housing Market Analysis study to determine the feasibility of
developing affordable housing within Downtown Miami.
Section 2. This Resolution shall beeome effective

Recommendation
It is respectfully requested that the City Commission authorize
the transfer of funds from the Affordable Housing Trust Fund to
the DDA for a Market Analysis Study to determine the feasibility
of developing affordable housing within Downtown Miami.
Background
The City of Miami Affordable Housing Trust Fund is administered
by the City of Miami's Housing Conservation Department.
Contributions to the Trust Fund are to be used toward the
development of affordable housing within the Downtown Area;
specifically, within the Brickell SPI-7 Zoning District, within
one mile of the SPI-5, Zoning District or within the Southeast
Overtown/Park West Redevelopment Area.
On December 5, 1991, at the request of the Brickell Area
Association (BAA) and the Downtown Development Authority (DDA),
the Miami City Commission passed Resolution No. 91-884
authorizing the City Manager to allocate and authorize the
expenditure of $25,000 from the Affordable Housing Trust Fund for
preparation of a Market Analysis Study to determine• the
feasibility of developing affordable housing within Downtown
Miami.
Subsequent to the passage of this Resolution, a Request For
Proposals (RFP) was issued and a Consultant Selection Process was
undertaken according to procedures established by the City. The
RFP was issued by the DDA in conjunction with the City of Miami's
Housing Conservation Department.
The Consultant Selection Committee members were as follows,
Matthew D. Schwartz, Executive Director of the DDA; Lee Taylor,
Real Estate Development, BAA and DDA Board Member; Paul
Eisenhart, City of Miami Housing Conservation Department; Adolfo
Henriques, Barnett Bank and DDA Board Member; Larry Rahn,
Residential Developer, DDA Board Member and Chairman of the DDA
Housing Committee.

The following six consultant teams responded to the RFP: Arthur
Andersen & Company; AREEA, Appraisal and Real Estate Economics
Associates, Inc.; Goodkin Research; Kenneth Leventhal & Company;
Price Waterhouse; and Reinhold P. Wolff Economic Research, Inc.
The following four consultants were determined to be responsive
to the RFP: Arthur Andersen & Company; Goodkin Research, Kenneth
Leventhal & Company; and Reinhold P. Wolff Economic Research,
Inc. The Consultant Selection Committee evaluated the four and
decided to interview the following 2 consultant teams: 1) Arthur
Andersen & Company in conjunction with Martin Prosper Associates,
Inc. and 2) Goodkin Research, in conjunction with The Winston
Group and Executive Management Information and Technical
Services, Inc. (EMITS).
The Committee, upon evaluation of the consultants qualifications
and presentations, recommended that the Goodkin Research Joint
Venture be selected to undertake the Study for a fee of $20,000
plus up to $2,500 in reimbursable expenses.
Goodkin Research was selected by the Committee because of the
firms extensive experience in the Miami Housing Market and its
comprehensive study work program proposal. Although Goodkin
Research's headquarters are located in Fort Lauderdale, the two
sub -consultants (The Winston Group and EMITS) are based within
the City of Miami; EMITS is a 100% woman owned Florida
Corporation.
At its Board Meeting, the DDA Board of Directors passed a=
Resolution approving the recommendation of the Consultant
Selection Committee and authorized the Executive Director to
negotiate a contract with the recommended consultants` for
preparation of the Study.
It is respectfully requested that Miami City Commission authorize
the' transfer of $22,500 from the Affordable Housing Trust Fun.4 ,to =
the DDA for consulting services for the aforementioned Study.--'
