A RESOLUTION RELATED TO THE 1992 MIAMI/BAHAMAS
GOOMBAY FESTIVAL TO BE HELD JUNE 5, 6 AND 7,
1992; AUTHORIZING THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC, SUBJECT
TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS
OF POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; AUTHORIZING A TWO—DAY PERMIT TO THE
ORGANIZERS TO SELL BEER AND WINE IN CONNECTION
WITH SAID EVENT, SUBJECT TO THE ISSUANCE OF
ALL PERMITS REQUIRED BY .LAW; ESTABLISHING AN
AREA PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; WAIVING ALL WAIVABLE CITY
FEES RELATED TO SAID EVENT; FURTHER
CONDITIONING ALL APPROVALS AND AUTHORIZATIONS
HEREIN UPON THE ORGANIZERS PAYING FOR ALL
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT AND OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER OR HIS DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
1992 Miami/Bahamas Goombay Festival, the following streets are
hereby closed to through vehicular traffic from 6:00 A.M. to 9:00
P.M. on Saturday, June 61 and Sunday, June 7, 1992, as specified
be low:
Grand Avenue from Douglas Road to Matilda Street.
Commodore Plaza from Grand Avenue to Main Highway.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section.

Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. The request of the Miami/Bahamas Goombay
Festival to sell beer and wine for a two-day period in connection
with the 1992 Miami/Bahamas Goombay Festival to be held Saturday,
June 6, and Sunday, June 7, 1992, is hereby granted upon the
issuance of a temporary permit by the Florida Department of
Business Regulation, Division of Alcoholic Beverages and Tobacco,
to sell beer and wine pursuant to City Code 54-12.1, and subject
to the issuance of all permits required by law.
Section 4. Pursuant to the provision of City Code Section
39-13, all retail peddlers' occupational licenses issued under
the provisions of Chapter 31 of the City Code, as amended, will
not be.valid on June 6 and 7, 1992, during the hours of 6:00 A.M.
to 9:00 P.M. on the above designated streets and on all
intersecting streets for two blocks in all directions.
Section 5. All waivable City fees related to said event are
hereby waived.

Section 6. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for all costs of
City services associated with said event and obtaining insurance
to protect the City in the amount as prescribed by the City
Manager or his designee.
Section 7. This Resolution shall become effective
immediately upon its adoption.

Attached please find correspondence from Frankie S. Rolle
Chairman of the Executive Board for Miami/Bahamas Goombay
Festival, requesting a personal appearance before the commission
to discuss waiver of all applicable city fees for the festival
along with permanent waiver of special festival district impact
fee.
In addition to fees, organizers are requesting authorization
to:
1. Establish street closure.
2. Alcohol beverage permit for said weekend.
3. The restriction of peddlers during the festival.

Commission meeting on April 30, 1992, for the 16th Annual
Miami/Bahamas Goamhay Festival in Coconut Grove, Inc. to request:
1. Street closures
2. restriction of peddlers,
3. Alcoholic beverage permit for the weekend
4. Waiver of all applicable city fees, permits and rentals,
includinq but not limited to those from fire department,
solid waste, off street par'ir.q, police, public works,
parks and special impact fee, for this year.
