ON SUNDAY, NOVEMBER 22, 1992; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; WAIVING ALL FEES RELATED TO SAID EVENT THAT ARE ALLOWED TO BE WAIVED BY CITY CODE; FURTHER CANCELLING A $4,500 CITY OF MIAMI LOAN, IN THE FORM OF A PROMISSORY NOTE DATED NOVEMBER 1, 1991, PLUS ALL INTEREST DUE TO DATE ON SAID NOTE; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Puerto Rican Cultural Parade to be conducted by the Puerto Rican Cultural Foundation, Inc., the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 2:00 P.M. on Sunday, November 22, 1992: Northbound Easternmost lane of Biscayne Boulevard from Southeast Second Street to Northeast Fourth Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Such closing of streets is subject to State i approval and issuance of permits by the Departments of Police and I Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Managers judgement predicated upon all factors set forth herein. i Section 3. All fees related to said event that are allowed to be waived by City Code are hereby waived. Section 4. The $4,500 City of Miami loan, in the form of a Promissory Note dated November 1, 1991, plus all interest due to date, is hereby cancelled. Section 5. The herein authorizations are hereby further conditioned upon the organizers obtaining insurance to protect the City in the amount prescribed by the City Manager or his designee and upon the organizers paying for all costs of City services associated with said event. Section 6. March 5, 1992 Honorable Cesar Odio, City Manager City of Miami City Hall 3500 Pan American Drive Miami, Florida 33131 Dear Mr. Odio: On behalf of the Puerto Rican Cultural Foundation and its members, I am requesting to appear before the Miami Commission meeting, scheduled for April 9, 1992. We would like to propose the temporary street closure for our annual Parade to begin at 1:00 p.m. and ends 2:00 p.m. The parade route starts near the entrance of the Dupont Plaza Hotel to Northeast 4th Street and returning to Bayfront Park, on Biscayne Boulevard. As well, we are requesting a waiver of all fees allowed by city codes, and the cancellation of the $4,500 loan plus interest. The funds in question will be used to cover city police and fire expenses for this years parade/festival scheduled for Sunday, November 22, 1992. (Parade starts 1 p.m. - 2 p.m. & Festival starts 2 p.m.- 10 p.m. @ Bayfront Park). The Puerto Rican Discovery Day Parade/Festival is an important event not only for the city's Puerto Rican population, but for the entire community. Many dignitaries from various cities as well as Puerto Rico, come to this celebration, enhancing Miami's reputation as an ethnically diverse and culturally vibrant community.
