A RESOLUTION AUTHORIZING THE EXPENDITURE OF
FUNDS FROM THE SPECIAL REVENUE FUND ENTITLED:
"OPERATION SUNRISE," IN AN AMOUNT NOT TO
EXCEED $61,250, IN COMPLIANCE WITH THE TERMS
AND CONDITIONS OF THE COMMONWEALTH OF
MASSACHUSETTS STANDARD SERVICE CONTRACT.

WHEREAS, the City of Miami Police Department has agreed to
coordinate the disbursement of funds for the payment of overtime
to six law enforcement agencies participating in a multi --
jurisdictional task force; and
WHEREAS, the Commonwealth of Massachusetts, Department of
Public Safety, has presented a check for $61,250 to the City of
Miami Police Department in compliance with the terms and
conditions of the Standard Service Contract; and
WHEREAS, the City of Miami's share for its participation is
$17,500; and
WHEREAS, the terms of the agreement specify that the Miami
Beach Police Department, the Coral Gables Police Department, the
South Miami Police Department, the City of Hialeah Police
Department, and the Florida Department of Law Enforcement will
each receive a reimbursement of $8,750 for their participation in
the operation; and

WHEREAS, this operation was under the direction of the U.S.

WHEREAS, all payments will be made from the check presented
by the Commonwealth of Massachusetts and will not require any
matching funds from the City of Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The expenditure of funds from the special
revenue fund entitled, "Operation Sunrise," for the reimbursement
of the City of Miami Police Department, in the amount of $17,5001
the Miami Beach Police Department, the Coral Gables Police
Department, the South Miami Police Department, the City of
Hialeah Police Department, and the Florida Department of Law
Enforcement in the amount of $8,750, respectively, is hereby
authorized.
Section 3. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that an Ordinance, with a
companion Resolution, establishing a Special Revenue Fund
entitled: "Operation Sunrise," accepting monies from the
Commonwealth of Massachusetts, in the amount of $61,250, and
appropriating $61,250 to reimburse those agencies involved in a
multi -jurisdictional operation, be adopted.
The Miami Police Department agreed to coordinate the
reimbursement of six municipal police departments involved in a
multi -jurisdictional fugitive roundup. The operation was
directed by the U.S. Marshal's Office and resulted in the arrests
of several high level narcotics traffickers.
The funds to be accepted and appropriated by this legislation are
reimbursements for overtime paid by the participating agencies.
The City of Miami will receive $17,500 as its share. The other
agencies receiving a share are: the Miami Beach Police
Department ($8,750), the Coral Gables Police Department ($8,750),
the South Miami Police Department ($8,750), the City of Hialeah
Police Department ($8,750), and the Florida Department of Law
Enforcement ($8,750). Each of these agencies has already
expended this money and is entitled to the reimbursement.
This Ordinance is being requested on an emergency basis so that
the participating agencies can meet any obligations dependent
upon this money and receive reimbursement for their efforts in a
timely manner.
