WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the
egxmditure of forfeiture proceeds for law enforcement and anti. -drug education
purposes not considered normal operating expenses; and
WHEREAS, Resolution No. 89-856, adopted on September 28, 1989,
authorized the supplemental funding of the Alternatives Program, in the amount
of . ••• and
WHEREAS, Resolution No. 90-944, adopted December 6, 1990, authorized
supplemental funding to said Program in the aw=t of $65,000; and
WHEREAS, the omtinied need forservices of •- Alternatives Program
requires that an additional $70,000 be allocated to the Program; and
WHEREAS, funds to cover the necessary expenses required for the above
listed program have not been included in the Police Department's normal
operating budget; and
WiiERFAS , the Chief of Police has reowmended adoption of this
Resolution and has determined that the expenditures proposed comply with
Florida State Statute 932.701, as amended; and
WHEREAS, funds to ever the necessary expenses required for this program
are available in the City of Miami. law Enforcement Trust Fund,
Project No. 690001, Index Code 029002-247;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSICH OF THE CITY OF MIAMI,
Section 1. The recitals and fi*di gs contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. Supplemental funding of the Alternatives Program is hereby
authorized with funds therefor, in an amount not to exceed $70,000, with £Liras
therefor being hereby allocated from the City of Miami. Law Enforcement Trust
Fund, Project No. e90001, Index Code 029002-247, such expenditure having been
approved by the Chief of Poltoe.
Section 3. This Resolution shall become effective imtae tely upon its

Alternatives Program

It is respectfully recommended that a Resolution, authorizing the
supplemental funding of the Alternatives Program, and allocating
funds therefor, in the amount of $70,000, be approved.
The Police Department supports the efforts of those groups
responsible for and dedicated to the education of the public in
the area of drug abuse. The Alternatives Program targets those
high risk high school students and chemically dependent people in
need of support and counselling. Clients are referred to the
program by both the courts and law enforcement agencies.
It is, therefore, recommended that the Resolution, authorizing
the supplemental funding of the Alternatives Program, and
allocating funding therefor, in the amount of $70,000, funding to
be provided from the Law Enforcement Trust Fund, Project No.
690001, Index Code 029002-247, be approved.
