RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT FROM THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM (SFETC) TO
OPERATE THE 1992 SUMMER YOUTH EMPLOYMENT AND
TRAINING PROGRAM; FURTHER AUTHORIZING THE
CITY MANAGER TO ENTER INTO THE NECESSARY
IMPLEMENTING AGREEMENT IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM, SUBJECT
TO THE CONDITIONS AND LIMITATIONS HEREIN AND
IN THE CITY CODE.
WHEREAS, the Job Training Partnership Act (JTPA) provides
funds for a summer youth employment and training program under
Title II-B; and
WHEREAS, said funds are available through the South Florida
Employment and Training Consortium (SFETC); and
WHEREAS, the Department of Community Development submitted a
grant proposal to the SFETC in the amount of $536,850 to operate
a Summer Youth Employment Program in 1992;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
SECTION 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
SECTION 2. The City Manager is hereby authorized to accept
a grant from the South Florida Employment and Training Consortium
to operate the 1992 Summer Youth Employment and Training Program.

SECTION 3. The City Manager is hereby authorized to enter
into an implementing agreement, in a form acceptable to the City
Attorney, with the South Florida Employment and Training
Consortium to operate the 1992 Summer Youth Employment and
Training Program, subject to the conditions and limitations
contained herein and in the City Code.
SECTION 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution which authorizes the City Manager to accept a
grant from the South Florida Employment and Training Consortium
to operate the 1992 Summer Youth Employment and Training Program
and further authorizes the City Manager to enter into the
necessary implementing agreement with the South Florida
Employment and Training Consortium (SFETC).
BACKGROUND:
The Department of Community Development has prepared legislation
authorizing the City Manager to accept a grant from the South
Florida Employment and Training Consortium (SFETC) to operate the
1992 Summer Youth Employment and Training Program and further
authorizes the City Manager to enter into the necessary
implementing agreement with the SFETC upon acceptance.
The Department of Community Development has submitted a proposal
to the South Florida Employment and Training Consortium (SFETC)
in the amount of $536,850 to operate the FY'92 Summer Youth
Employment and Training Program (SYETP). The program operates
from April 1, 1992 through September 30, 1992.
The City of Miami has operated a Summer Youth Employment and
Training Program since 1976. As in the past two (2) summers,
the program will be operated through the Social Programs Division
of the Department of Community Development. The 1992 grant will
provide an opportunity for 409 youth between the ages of 14-21 to
receive meaningful work experience in City offices and private
non profit organizations during the summer months.
The proposed resolution authorizing the City Manager to accept
the aforementioned grant and enter into agreement with the SFETC
is a companion item to a proposed ordinance which appropriates
$536,850 for this purpose and establishes a new Special Revenue
Fund entitled "Summer Youth Employment and Training Program
(FY'92) JTPA II-B" for the aforementioned amount.
