A RESOLUTION AMENDING RESOLUTION No. 85-88,
ADOPTED FEBRUARY 14,, 1985, THEREBY RELEASING
MIAMI M1=RSPOR7`S, INC. FROM THE REQUEST OF THE
CITY COMMISSION TO PROHIBIT A CONTESTANT FROM OR
A VEHICLE SPONSORED BY AN ENTITY FROM THE
COUNTRY OF NAMIBIA FROM COMPETING IN THE MIAMI
GRAND PRIX.
WHEREAS, the United States of America has recently recognized the
sovereignty of Namibia as independent; and
WHEREAS, the United States of America has declared that sanctions
imposed because of the Apartheid policy of South Africa no longer affect
Namibia and Namibia is not engaged in Apartheid discriminatory practices;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MUM,
FLORIDA:
Section 1. Resolution No. 85-88, adopted February 14, 1985, is hereby
amended in the following particulars:l/
"Section 1. Miami Motorsports, Inc. is hereby
urged to prohibit a contestant from or a vehicle
sponsored by an entity from the Republica of South
Africa or—Nmrdbin from ccapeting in the Miami Grand
Prix."
Section 2. This Resolution, shall become effective j mlediately upon its
adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution releasing Miami MotorSports, Inc. from the
request of the City Commission to prohibit a contestant from or a
vehicle approved by an entity from the country of Namibia from
competing in the Miami Grand Prix.
BACKGROUND
Resolution No. 85-88, adopted February 14, 1985, urged Miami
MotorSports, Inc. to prohibit a contestant from or a vehicle
sponsored by an entity from the country of Namibia from competing
in the Miami Grand Prix.
Economic sanctions had been imposed by the U.S. Government
against Namibia under the Comprehensive Anti -Apartheid Act of
1986.
On March 21, 1990, the Republic of Namibia declared its
independence from South Africa.
Upon Namibia 's independence, the Federal Government, the
Department of State and other agencies as well as Dade County
lifted their own economic sanctions imposed against Namibia.
In response to the removal of sanction measures against Namibia,
Commission action is needed to amend Resolution No. 85-88 to
release Miami MotorSports, Inc. from the request of the City
Commission to prohibit a contestant from or a vehicle approved by
an entity from the country of Namibia from competing in the Miami
Grand Prix.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the City Manager to execute a
Revocable Permit with Greater Bethel African Methodist Episcopal
Church (Greater Bethel A.M.E.). The permit will allow Greater
Bethel A.M.E. the use of lots 5 and 6, Block 35 N, located on
Northwest 9 Street behind Greater Bethel A.M.E., 245 Northwest 8
Street, Miami, Florida. Greater Bethel A.M.E. will pay an annual
$1.00 fee for an initial term of two years with additional one
year terms available upon the approval of the City Manager and
under the same terms and conditions of the Revocable Permit.
The Department of Development and Housing Conservation, Property
and Lease Management Division, has prepared a Revocable Permit
for Greater Bethel A.M.E.'s use of the parking lot providing that
the City shall, at its own expense, pave and landscape the area
which will consist of paving the parking surface per the City
Code; providing sod and soil in the landscaped areas; painting
stripes as required'in the parking area; and providing trees and
shrubs per the City Code. Funding for said improvements is
available from the Southeast Overtown/Park West Redevelopment
Trust Project No. 689001. Greater Bethel A.M.E. will in turn,
install fencing and lights and maintain the area at no cost to
the City. Greater Bethel A.M.E. shall pay for the use of the
area an annual fee of $1.00. The permit shall be valid for an
initial term of two years and may be extended for additional one
year periods at the same terms and conditions, subject to the
approval of the City Manager.
