A RESOLUTION RELATED TO THE CLEAN UP, FIX UP, PAINT UP PARADE TO BE CONDUCTED BY THE CITY OF MIAMI COMMITTEE ON BEAUTIFICATION AND ENVIRONMENT AND KEEP DADE BEAUTIFUL ON WEDNESDAY, APRIL 1, 1992, BETWEEN THE HOURS OF 10:30 A.M. TO 12:30 P.M.; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES. WHEREAS, the City of Miami Committee on Beautification and Environment and Keep Dade Beautiful will conduct their annual Clean Up, Fix Up, Paint Up Parade on Wednesday, April 1, 1992; and WHEREAS, certain streets must be closed to through vehicular traffic during specified dates and hours to insure the safety of participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Clean Up, Fix Up, Paint Up Parade to be conducted by the City of Miami Committee on Beautification and Environment and Keep Dade Beautiful, the following streets are hereby closed to through vehicular traffic from 10:30 A.M. to 12:30 P.M. on Wednesday, April 1, 1992 as specified below: CITY COMMISSION MEETING OF M A 2 1 2 1Q92 Resclution No. 92- .1,63 C, Flagler Street between Biscayne Boulevard and West First Avenue. Southeast Third Avenue between East Flagler Street and Southeast First Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 12th day of March , 1992. City of Miami Committee on Beautification and Environment/Keep Dade REFERENCE Beautiful Parade 1992 ENCLOSURES Commission Agenda Item March 12, 1992 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets in the Downtown Miami area in connection with the Clean Up, Fix Up, Paint Up Parade to be conducted by the City of Miami Committee on Beautification and Environment and Keep Dade Beautiful. on Wednesday, April 1, 1992, between the hours of 10:30 A.M. and 12:30 P.M., subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the closure of Flagler. Street and Southeast 3rd Avenue in connection with the Clean Up, Fix Up, Paint Up Parade to be conducted by the City of Miami Committee on Beautification and Environment and Keep Dade Beautiful on Wednesday, April 1, 1992. The Parade will start at 11:00 A.M. at the intersection of Biscayne Boulevard and Flagler Street and will proceed west to the Dade County Courthouse, where it will end at noon. This Parade, which focuses on the effort to keep Miami clean, has been held on the same route for the past seventeen years. City of Miami Officers, Police vehicles and Sanitation trucks participate in the Parade. Attachment: (1) Proposed Resolution 92- 163
