A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON A CITY -OWNED, RIVERFRONT LAND PARCEL IS BY A UNIFIED DEVELOPMENT PROJECT (UDP), AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND CONFIRMING THE SETTING OF A PUBLIC HEARING FOR MAY 14, 1992, AT 4:00 P.M. TO TAKE TESTIMONY REGARDING A UNIFIED DEVELOPMENT PROJECT RFP FOR THE DEVELOPMENT OF MARINE ACTIVITIES INCLUDING A RESTAURANT, WITH WATER -DEPENDENT USE, OF AN APPROXIMATELY .75 ACRE CITY -OWNED LAND PARCEL LOCATED AT SOUTHWEST 2ND STREET AND SOUTHWEST NORTH RIVER DRIVE ON THE MIAMI RIVER AND TO AUTHORIZE THE ISSUANCE OF A RFP, TO SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM TO APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, on December 19, 1985, pursuant to Resolution No. 85-1236, the City Commission adopted, in principle, the Northwest North River Drive Design Concept that among other things, sets forth a general development and implementation program for the marine -oriented enhancement of publicly owned properties along the Miami River from Southwest 2nd Avenue to Northwest 5th Street; and WHEREAS, the development concept for the parcel located at Southwest 2nd Street within the study area of the North River Drive Design Concept calls for its improvement through a unified development process; and CITY COMIAISSION MEETING OF, mAR 1 2 1992 Resolution No. 92- 156 * 14 WHEREAS, on January 23, 1992, pursuant to Resolution No. 92-61, the City Commission adopted, in principle, the Miami River Master Plan which, using the past studies as a policy framework, reexamined important issues and needs, refined objectives and policies and analysis of potential solutions to problems and opportunities along the riverfront; and WHEREAS, said 1992 Miami River Master Plan's goal is to preserve the working waterfront for water -dependent uses; and WHEREAS, implementation of the herein described UDP is in accordance with the 1992 Miami River Master Plan; and WHEREAS, the City of Miami Charter Section 29-A(o) allows for "unified development projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission may determine that for the development of marine activities including a restaurant with water -dependent uses, on an approximately .75 acre City -owned land parcel located at Southwest 2nd Street and Southwest North River Drive on the Miami River, is most advantageous for the City to procure from a private person one or more of the following integrated packages: - Planning and design, construction, and leasing; or - Planning and design, leasing and management; or - Planning and design, construction, and management; or - Planning and design, construction, leasing and management; and -2- 92-- 156 ■ WHEREAS, Charter Section 29-A(o) requires that the City Commission hold a Public Hearing to consider the contents of the Request for Proposals; and WHEREAS, Charter Section 29-A(o) further requires that, at the conclusion of the Public Hearing, the City Commission, if disposed to proceed, may authorize the issuance of a RFP, select a certified public accounting firm, and appoint the members of a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IS RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth is this Section. Section 2. It is most advantageous for the development of marine activities including a restaurant with water -dependent uses, on an approximately .75 aore City -owned land parcel located at Southwest 2nd Street and Southwest North River Drive on the Miami River, that the City procure from a private person the following integrated package: - Planning and design, construction, leasing and management. Section 3. The City Manager is hereby authorized to develop a Request for Proposals ("RFP") for a Unified Development Project for the development of the improvements as set forth in Section 1 hereinabove. -3- 1 92- 156 I Section 4. A Public Hearing for May 14, 1992, at 4:00 P.M. to consider said Unified Development Project RFP for the development of marine activities including a restaurant, with water -dependent uses, at the North River Drive waterfront development site, as specified hereinabove, is hereby confirmed. Section 5. The City Manager shall recommend the names of persons from the public and private sectors to serve on the review committee to evaluate each proposal. Section 6. As required by the City Charter and City Code, the City Commission may, at the conclusion of the Yuniio Hearing, authorize the issuance of a RFP, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. Section 7. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 12th day of March , 1992. Od i o REFERENCES: City Manager For Commission Meeting ENCLOSURES :Of March 121 1992 1" RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution declaring that the most advantageous method to develop certain improvements on a City -owned, riverfront land parcel on SW North River Drive and SW 2nd Street, is by a Unified Development Project (UDP) and further authorizing the City Manager to prepare a draft Request for Proposals (RFP) for a UDP; schedule a Public Hearing for May 14, 1992 at 4:00 p.m. to take testimony regarding said UDP/RFP for the development of marine activities including a restaurant with water -dependent use on a city -owned riverfront land parcel; and at the conclusion of the Public Hearing authorize the issuance of the RFP; select a certified public accounting firm and appoint members of a review committee to evaluate the proposals and report findings to the City Manager as required by the City Charter and Code. BACKGROUND On December 19, 1986, the City Commission adopted in principle, the NW North River Drive Design Concept that sets forth a general development and implementation program for the marine -oriented enhancement of publicly owned properties along the Miami River from SW 2nd Avenue to NW 5th Street and calls for improvement through a unified development process. On January 23, 1992, the City Commission adopted in principle, the Miami River Master Plan which, using past studies as a policy framework, reexamined and refined objects and policies along the riverfront. It is requested that the attached Resolution be adopted further authorizing the preparation of a draft Request for Proposals for said project and setting a Public Hearing for May 14, 1992 at 4:00 p.m. regarding the draft RFP.
