A RESOLUTION ACCEPTING THE BID OF WORLD
ELECTRONICS DISTRIBUTORS, INC. FOR THE PURCHASE
OF UNDERWATER VIDEO EQUIPMENT FOR THE
DEPARTMENT OF POLICE AT THE PROPOSED AMOUNT
OF $4,782.00; ALLOCATING FUNDS THEREFOR FROM
THE LAW ENFORCEMENT TRUST FUND PROJECT NO.
690001F ACCOUNT CODE NOS. 290979-840 ($4,647)
AND 290979-722 ($135.00); AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received November 25, 1991 for the furnishing of underwater video
equipment to be used by the Marine Patrol Unit of the Police
Department; and
WHEREAS, invitations were mailed to twenty-nine (29)
potential suppliers and one (1) bid was received; and
WHEREAS, funds for this purchase are available from the Law
Enforcement Trust Fund Project No. 690001, Account Code Nos.
290979-840 ($4,647) and 290979-722 ($135.00); and
WHEREAS, this equipment will be used by the Marine Patrol
Unit to record underwater searches for evidence, contraband and
other items to be used in court; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from World Electronics Distributors, Inc.
be accepted as the only responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The November 25, 1991 bid of World Electronics
Distributors, Inc. for the furnishing of underwater video
equipment to the Department of Police at a total proposed cost of
$4,782.00 is hereby accepted with funds therefor hereby
allocated from the Law Enforcement Trust Fund Project No. 690001,
Account Code Nos. 290979-840 ($4,647) and 290979-722 ($135.00).
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for this equipment.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Sealed bids will be received by the City of Miami City Clerk at
her office located at City Hall, 3500 Pan American Drive, Miami,
Florida 33133 not later than 3:00 p.m. November 25, 1991 for
the furnishing of underwater video equipment for the Department
of Police.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10062, as amended, established a goal of Awarding
51% of the City's total dollar volume of all expenditures for All
Goods and Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City Procurement Office, 1390
N.W. 20th Street, Second Floor, Telephone 575-5174.
Detailed specifications for the bids are available upon request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

Underwater Video Equipment
It is respectfully recommended that the bid of World Electronics
Distributor, Inc., a Hispanic vendor, located at 226 East Flagler
St., Miami, Florida, for the provision of underwater video
equipment to the Marine Patrol, at a cost not to exceed $4,782,
be approved. Funding is to be from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 290979-722 ($135) and
290979-840($4,647).
The Police Department has reviewed the bids of prospective
vendors, for the provision of underwater video equipment,
submitted on November 25, 1991. Ten vendors submitted "no bids,"
with World Electronics Distributor, Inc., submitting the. only
responsive bid. World Electronics Distributor, Inc., is a
minority vendor, located in the City of Miami.
Ms. Anne Whittaker was contacted in reference to Minority
Participation and she concurs with the Department's
recommendation.
It is, therefore, recommended that the bid of World Electronics
Distributor, Inc., for the provision of underwater video equipment,
be accepted. Funding, in an amount not to exceed $4,782, is
available through the Law Enforcement Trust Fund, Project No.
690001, Index Code 290979-722 ($135), and 290979-840 ($4,647).
