A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE ACTION OF THE CITY MANAGER IN ACCEPTING THE DONATION OF A MARINE DEBRIS SCREEN, VALUED AT APPROXIMATELY $5,000, FROM ROUSE-MIAMI, INC. WHICH WAS INSTALLED AT THE CITY -OWNED MIAMARINA. WHEREAS, the incidence of floating debris on the water surfaces in and around Miamarina has long been an aesthetic, sanitation and navigational problem both for the City and Bayside Marketplace; and WHEREAS, during 1991, the extent of debris rose critically to the detriment of tourism, boating and related activities in the area; and WHEREAS, this condition has resulted in substantially higher maintenance costs for Miamarina and Bayside; and WHEREAS, Rouse -Miami, Inc., a City lessee and the operator of Bayside, offered to install a floating deflection barrier near the entry to the marina which would divert the debris from the marina without obstructing boating traffic, thereby reducing clean up costs; and WHEREAS, the City Manager, after written notice to the City Commission on 'January 2, 1992, accepted the donation of said debris screen, valued at $5,000, from Rouse -Miami, Inc.; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COM ESSION MEETING OF MaR 12 1992 Resolution No. �j - 152 L J Section 1. The action of the City Manager in accepting the M donation of a marine debris screen, valued at $5,000, from Rouse - Miami, Inc. which was installed at Miamarina, is hereby ratified, approved and confirmed. It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving and confirming the City Manager's action in accepting the donation of a marine debris screen for Miamarina, valued at approximately $5,000, from Rouse - Miami, Inc. The Department of Parks and Recreation and the Bayside Marketplace have found the incidence of floating debris on the water surfaces in and around Miamarina to be a long-standing aesthetic, sanitation and navigational problem. During 1991, the extent of debris rose critically to the detriment of tourism, boating and related activities in the area. This condition has resulted in substantially higher maintenance costs for both Miamarina and Bayside due to the larger quantity of debris and to new environmental regulations which prohibit the disposal of seaweed at Class 1 landfills. The environmental agencies suggested that a floating barrier, such as a debris screen, be installed to prevent floating debris from entering and accumulating in the marina basin. Rouse -Miami, Inc., a City lessee and operator of Bayside Marketplace, offered to assist the City by purchasing and installing a floating -deflection barrier near the entry to the marina which would divert the debris without obstructing boating traffic. The screen consists of a 600 linear foot floating barrier with a,6" x 12" skirt and is anchored to the bay bottom. The installation is non -permanent so that it can be modified to increase its effectiveness. After written notice to the City Commission on January 2, 1992, the City Manager accepted the donation of the debris screen from Rouse -Miami, Inc. and authorized its installation. Odio Citv Manaaer DATE January 2, 1992 FILE SUBJECT Acceptance of Donation REFERENCES : ENCLOSURES: This memorandum is to notify you that Rouse Miami, Inc., has agreed to donate to the City a debris screen for Miamarina which has an approximate value of $5,000. Such a screen should prove effective in preventing floating debris from entering the waters of this marina; which as you know has been a long standing problem. Should I not hear from your respective office by close of business January 6, 1992, I will assume you have no objections to the City accepting this donation and will authorize the immediate installation of this screen. At the same time, we will prepare the legislation necessary for having this donation formally accepted by the City Commission at the earliest possible Commission Meeting.
