HomeMy WebLinkAboutR-92-0136s J-92-88 1/28/92 RESOLUTION NO.' .- _ -"- ,L A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN AMENDMENT TO THE SEVENTEENTH (17TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FINAL STATEMENT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), ADJUST PREVIOUSLY SUBMITTED FINAL STATEMENTS AND ENTER INTO AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH MCI TELECOMMUNICATION CORPORATION FOR A GRANT IN THE MAXIMUM AMOUNT OF $500,000 FOR THE PURPOSE OF INSTALLING COMMUNICATION LINES WHICH SHALL INCLUDE, WITHOUT LIMITATION IF LEGALLY PERMISSIBLE, FIBER OPTIC CABLE, TELECOMMUNICATION RADIO EQUIPMENT AND ASSOCIATED WIRING, FOR A NEW TELECOMMUNICATIONS RELAY SERVICE CENTER FOR THE HEARING AND SPEECH IMPAIRED IN DOWNTOWN MIAMI. WHEREAS, the City Commission approved Resolution No. 91-365 on May 9, 1991, authorizing the submittal of the approved Community Development Block Grant Program Final Statement to the U.S. Department of Housing and Urban Development; and WHEREAS, MCI Telecommunications Corporation has agreed to establish a new telecommunications relay services center for the hearing and speech impaired in Downtown Miami initially employing up to 250-300 persons, with the potential for expansion to over 1,000 employees; and CITY COMIMSSION MEETMG OF FEB 13 1992 WOLUTION WHEREAS, the City of Miami has agreed to reimburse MCI Telecommunications Corporation up to $500,000 for eligible activities legally permissible under the Community Development Block Grant Program, which activities shall include, without limitation, the installation of fiber optic cable, telecommunication radio equipment and associated wiring, as part of an incentives program based upon MCI Telecommunications Corporation's commitment as stated hereinabove; and WHEREAS, an amendment to the 17th Year Community Development Block Grant Final Statement and adjustment to previously submitted Final Statements may be required to reflect the proposed allocation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to the Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to submit an amendment to the approved 17th Year Community Development Block Grant Program Final Statement to HUD, adjust previously submitted Final Statements as required, and enter into an agreement, in a form acceptable to the City Attorney, with MCI Telecommunications Corporation for a grant in the maximum amount of $500,000. - 2 Section 3. Odio City Manager RECOMMENDATION PFt UILNCES City Commission ENCLOSURES Meeting of 2/1 3/92 _ It is respectfully recommended that the City Commission adopt the attached Resolution. authorizing the City !Manager to submit an amendment to the Seventeenth (17th) Year Community Development Block Grant (CDBG) Final Statement, adjust previously submitted CDBG Final Statements, and enter into an agreement, in a form acceptable to the City Attorney, with MCI Telecommunication for a grant in the amount of $500,000. BACKGROUND The Department of Community Development has analyzed the need to submit an amendment to the 17th Year Community Development Block Grant Final Statement, adjust prior year Final Statements as required, and enter into an agreement with MCI Telecommunication for a grant in the amount of $500,000. ' MCI will require the $500.000 grant as reimbursement for expenses it will incur as reflected in the agreement between the City of Miami and MCI for the new switching center expected to handle telephone calls to and from the hearing impaired customers throughout the - State of Florida. The new MCI Center. which will be located in — Downtown Miami, will generate about 300 new jobs this year and up to 1,000 jobs within five years. MCI Telecommunication, a for profit corporation, is eligible to receive CDBG funds under the same National Objective category applicable to "Public Facilities and Improvements" and does not require a necessary and appropriate determination.
