A RESOLUTION RELATED TO THE GREAT COCONUT
GROVE BICYCLE RACE TO BE CONDUCTED BY THE
COCONUT GROVE BICYCLE CLUB, INC. IN
CONJUNCTION WITH THE MIAMI WHEELERS BICYCLE
CLUB, INC. ON SUNDAY, MARCH 29, 1992;
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS
TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; WAIVING THE REQUIREMENT OF ORDINANCE
NO. 10764 PURSUANT TO WHICH THE ORGANIZERS OF
SAID EVENT MUST SUBMIT THE SPECIAL EVENTS
APPLICATION TO THE CITY AT LEAST ONE HUNDRED
TWENTY (120) DAYS PRIOR TO THE DATE OF SAID
EVENT; FURTHER CONDITIONING ALL APPROVALS AND
AUTHORIZATIONS GRANTED HEREIN UPON THE
ORGANIZERS PAYING FOR ALL THE NECESSARY COSTS
OF CITY SERVICES ASSOCIATED WITH SAID EVENT
AND OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER
OR HIS DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
Great Coconut Grove Bicycle Race, to be conducted by the Great
Coconut Grove Bicycle Club, Inc. in conjunction with the Miami
Wheelers Bicycle Club, Inc., the following streets are hereby
closed to through vehicular traffic from 7:00 A.M. to 4:30 P.M.
on Sunday, March 29, 1992, as specified below:
Grand Avenue from Mary Street to Commodore Plaza.

Commodore Plaza from Grand Avenue to Main Highway.
Main Highway from Charles Avenue to McFarlane Road.
McFarlane Road from Main Highway to South Bayshore
Drive.
South Bayshore Drive from McFarlane Road to Mary
Street.
Mary Street from South Bayshore Drive to Oak Avenue.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of

the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses and religious
ti
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. The requirement of Ordinance No. 10764 pursuant
to which the organizers of said event must submit the Special
Events Application to the City at least one hundred twenty (120)
days prior to the date of the event is hereby waived.
Section 4. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for the necessary
costs of City services associated with said event and obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or his designee.

Section 5. This Resolution shall become effective
immediately upon its adoption.

Dear Mr. Odio:
The Coconut Grove Bicycle Club, Inc., a not -for -profit Florida
Corporation, in conjunction with The Miami Wheelers Bicycle Club,
Inc., wish to hold the Great Coconut Grove Bicycle Race on
Sunday, March 29th, 1992. We submitted a request on 1/6/92 for
the date of March 9th; this was an error.
We will meet with the Festival Committee on January 28th. We will
also be meeting with the City of Miami Police Department and the
Coconut Grove Chamber of Commerce in the immediate future.
I respectfully request that our application for the necessary
street closures be included in an upcoming City Commission
agenda. We also request a waiver of the provision of Ordinance
#10764 ("...creating a Coconut Grove Special Events District...")
calling for the submission of our application 120 days prior to
the date of the event.
Our reason for not submitting our application until now is that
race sponsorship did not finalize until January 9th, 1992.
We plan no changes from the past several years in terms of times
or street closure locations. Inasmuch as this will be the 19th
edition of our event, we are "grandfathered" with respect to
certain aspects of the new regulations governing events in
Coconut Grove.
