A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE CITY OF MIAMI
AFFIRMATIVE ACTION ADVISORY BOARD FOR TERMS
OF OFFICE AS DESIGNATED HEREIN; AND FURTHER
CONFIRMING THE SELECTION OF AN INDIVIDUAL, BY
CERTIFIED BARGAINING REPRESENTATIVES OF THE
CITY EMPLOYEES AND RECOGNIZING SAID
INDIVIDUAL AS A BOARD MEMBER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to the City of Miami Affirmative Action Advisory Board,
each for a term to expire February 12, 1993:

Enclosed herein please find a copy of R-92-108 which was passed
and adopted by the City of Miami Commission at its meeting held
on February 13, 1992, appointing you to serve on the City of
Miami Affirmative Action Advisory Board.
Pursuant to Article II, Section 8 of the Florida Constitution
and/or Dade County Ordinance No. 77-13, as a member of the
Affirmative Action Advisory Board, you will be required to file a
Source of Income Statement form with the Dade County Supervisor,
Elections Department. Their address is: Metro Dade Center, 111
N.W. 1st Street, Suite 1910, Miami, Florida 33128-1993 (Tel: 375-
5553).
Also enclosed is a copy of a memorandum from A. Quinn Jones, III,
City Attorney, dated October 22, 1991, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated October 22, 1991 on legal
requirements concerning Conflict of Interest and Dual Office
Holding circumstances which may prohibit your membership in said
bodies.

Resolution Appointing Three
(3) Individuals and One (1)
Confirmation to the
Affirmative Action Advisory
Board
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the confirmation and appointment
of individuals to serve on the Affirmative Action Advisory Board.
BACKGROUND
The Department of Internal Audits and Reviews respectfully
_ requests the appointment and confirmation of individuals to the
Affirmative Action Advisory Board. At the present time, Females
- and Hispanics are underrepresented on the Board, comprising 40%
Females and 20% Hispanics, compared to 46% and 59%, respectively,
of the City of Miami general population.
The confirmation of Capt. Virgil Fernandez to the Affirmative
Action Advisory Board is requested. Capt. Fernandez' term as the
Miami Association of Fire Fighters' representative on the Board
expired December 7, 1991; it is the desire of the union that he
continue to serve in this capacity.
In addition, three (3) other vacancies exist on the Board. Mr.
John Bennett, appointed by Commissioner Dawkins; Ms. Alicia Baro,
appointed by Mayor Suarez; and Ms. Frankie Rolle, appointed by
Vice -Mayor Alonso, resigned their positions on the Board.
In accordance with administrative policy, I am notifying you of
the above so that you may confirm and appoint these members to
the Board as provided for in Section 1 of Ordinance NO. 9139.
