A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON CITY -OWNED WATERFRONT LAND IS BY A UNIFIED DEVELOPMENT PROJECT (UDP), AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND CONFIRMING THE SETTING OF A PUBLIC HEARING FOR APRIL 9, 1992 AT 4:00 P.M., TO TAKE TESTIMONY REGARDING SAID RFP FOR THE DEVELOPMENT OF A FULL -SERVICE BOAT YARD FACILITY, MARINA AND ANCILLARY RETAIL USE ON CITY -OWNED WATERFRONT PROPERTY LOCATED AT 2640 SOUTH BAYSHORE DRIVE, MIAMI, FLORIDA; AND, AT THE CONCLUSION OF SAID PUBLIC HEARING, IF THE CITY COMMISSION IS DISPOSED TO PROCEED, AUTHORIZE THE ISSUANCE OF AN RFP, SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY CITY CHARTER SECTION 29-A(C) AND CITY CODE SECTION 18-52.9. WHEREAS, the City of Miami Charter Section 29-A(o) and City of Miami Code Section 18-52.9 allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission has determined that for the development of a full -service boat yard facility, marina, and ancillary marine -related retail use on approximately 12.57 acres of City -owned property located at 2640 South Bayshore Drive, 1SME111)ED By. ql' _ s L CITY C(11'.2IMSSION MEETITIG OF F t 8 13 199Z RESOLUTION No. - q.1FIC111' Miami, Florida, comprised of 6.36 acres of upland and 4.52 acres of bay bottom contiguous to the upland, it is most advantageous for the City to procure from a private person one or more of the following integrated packages: Planning and design, construction and leasing; or Planning and design, leasing and management; or Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, the City Commission directed the City Manager to initiate the process for a Unified Development Project for the 2640 South Bayshore Drive Property; and WHEREAS, Section 29-A(o) of the City Charter further requires that the City Commission hold a public hearing to consider the contents of the Request for Proposals (RFP); and WHEREAS, Section 29-A(e) further authorizes, at the conclusion of the public hearing, if the City Commission is disposed to proceed, issuance of an RFP, selection of a certified public accounting firm, and appointment of members to a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of a full -service boat yard facility, marina, and ancillary marine -related retail use of City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida, that the -2- 92 9 1 a City procure from a private person the following integrated package: Planning and design, construction, leasing and management. Section 2. The City Manager, as authorized herein, shall prepare a draft Request for Proposals for a Unified Development Project for the development of the improvements as set forth in Section 1 hereinabove. Section 3. A Public Hearing to consider a Unified Development Request for Proposals for the development of a full - service boat yard facility, marina and ancillary marine -related retail use on City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida, is hereby scheduled for April 9, 1992 at 4:00 P.M.. Section 4. As required by the City Charter and Code, the City Commission shall, at the conclusion of the Public Hearing, if disposed to proceed, authorize the issuance of a Request for Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. Bayshore Drive Property UDP Process REFERENCES For City Commission Meeting of 2/13/92 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution declaring the development of improvements on City -owned waterfront property to be a Unified Development Project (UDP), authorizing the preparation of a Request for Proposals (RFP), and scheduling a public hearing for April 9, 1992, at 4:00 p.m. to take testimony regarding a Unified Development RFP for the development of a full service boatyard, marina, and marine -related retail use on an approximately 12.57 acre waterfront site located at 2640 South Bayshore Drive, Miami, Florida, in accordance with Section 29A(c) of the City Charter and Section 18.52.9 of the City Code. As instructed by the City Commission, the Administration through the Department of Development and Housing Conservation, is proceeding with the Request for Proposals process for the development of the 2640 S. Bayshore Drive Property. The first step in the process is for the Commission to declare the project to be a Unified Development Project and authorize the preparation of an RFP, through the adoption of the proposed Resolution, that includes the planning and design, construction, leasing and managemelit of improvements. The recommended principal uses of the property include a full -service boatyard facility and marina. Marine related retail use is suggested as an allowable ancillary use. The prop-sed Resolution further sets a Public Hearing for April 9, 1992 at 4:00 p.m. to discuss the contents of the Request for Proposals by which time two required appraisals will be obtained and available. At the conclusion of the Public Hearing on April 9, 1992, the City Commission, if disposed to proceed, authorizes the issuance of an RFP for this UDP, selects a certified public accounting firm and appoints members to a review committee to evaluate proposals and render a written report to the City Manager. a � Honorable Mayor and Members of the City Commission Page two It is therefore recommended that the attached Resolution be adopted by the City Commission to implement the Unified Development Project process for development of the 2640 S.
