A RESOLUTION, WITH AZTACHN7�7S, SETTING CRITERIA, REQUIREMENW, AND PROCEDURES BY WHICH TO ISSUE REVOCABLE PERMITS FOR THE USE OF OFFICE SPACE AT THE 900 SOUTHWEST 1ST STREET BUILDING OF THE MANUEL ARTIME PERFORMING ARTS CENTER; FURTHER MAINTAINING A YEARLY REVOCABLE PERMIT AS THE ADEQUATE PROCEDURE FOR USE OF OFFICE SPACE AT SAID FACILITY. WHEREAS, from 1989 to 1991, the Manuel Artime Performing Arts Center (Theater) has received $591,180.00 in Capital Improvement Grants from the State of Florida Legislature and the Dade County Cultural Affairs Council; and WHEREAS, by setting a policy regarding the issuance of revocable permits for the use of said office space that w-ould give priority to culturally oriented, nonprofit arts organizations, the City will be in a better position to obtain further production grants as well as increment and develop the economic growth of the area; and WHEREAS, there are presently three vacant spaces at said 900 Southwest 1st Street Building and several are anticipated by the end of Fiscal Year 92-93; NOW, THEREFORE, BE IT RESOLVED BY T;= COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 2. Only organizations that are legally chartered in the State of Florida as not -for -profit corporations, having tax exempt status, will be given administrative consideration for revocable permits for the use of office space at the 900 Southwest 1st Street BuikUjig. Section 3. Of the organizations mentioned in the preceding Section 2, priority will be given to requests from those cultural entities that have as their objectives the reproduction, sponsorship, teaching, advancement, and preservation of any of the visual, performing, and literary arts, as well as the hwimAties. Section 4. Requests from nonprofit organizations that do not deal in the cultural activities as described in Section 3 herein, may also address their requests for revocable permits for the use of office space to the 970 Southwest 1st Street Building. Requests Z-or the 900 Southwest 1st Street Building from any non -cultural organization will be considered only after all cultural institutions' requests have been addressed. Section 5. All organizations requesting revocable permits for the use of office space at the Manuel Artime Performing Arts Center Building located at 900 Southwest 1st Street, must complete and sign the form attached hereto (Attachment A), and submit it along with copies of the organization's State charter, Tax Exempt Status, and Articles of Incorporation to the Department of Conrmnity Development. Section 6. The Department of Comm n-4 y Development will be responsible for the review and evaluation of all rec-.:ge, -s for revocable permits for the use of said office space and to render r,--,—R endations through the office of Property and Lease Management for the City I4--.eager' s final approval. Section 7. The present procedure o_= a yearly revocable permit for the use of office space at the 900 Soutlik�st 1st Street Building shall be maintained unless otherwise determined by City Attorney. The proposed Resolution establishes cri teri a, sets requirements and procedures for the rental of office space at the 900 S.W. 1st Street Building, Manuel Arti me Performing Arts Center. It further maintains a yearly revocable permit as the adequate rental procedure for this facility. BACKGROUND: The Manuel Arti me Performing Arts Center (Theater) has received from 1989 to 1991 $591,180.00 Capital Improvement Grants from the State of Florida Legislature and the Dade County Cultural Affairs Council. The theater is almost completed. In order to ma xi mi ze the cultural impact of this fa ci 1 i ty we recommend that the entire 900 Building be culturally oriented.
