A RESOLUTION AUTHORIZING THE ACCEPTANCE OF
PROPOSAL FROM GABRIEL GARCIA MENOCAL, MAI OF
REPUBLIC APPRAISAL CO. II, INC., A MINORITY
APPRAISER AND MARK J. QUINLIVAN, MAI, A NON -
MINORITY APPRAISER AND BOTH MEMBERS OF THE
APPRAISAL INSTITUTE, FOR FEES OF $5,500 AND
$8,500 RESPECTIVELY, TO ESTABLISH THE FAIR
MARKET VALUE AND FAIR MARKET RENT OF CITY -
OWNED PROPERTY LOCATED AT 2640 SOUTH BAYSHORE
DRIVE, MIAMI FLORIDA; AND ALLOCATING FUNDS
THEREFOR FROM THE DEPARTMENT OF DEVELOPMENT
AND HOUSING CONSERVATION, PROPERTY AND LEASE
MANAGEMENT DIVISION APPRAISAL FUNDS, INDEX
CODE 590401, PROJECT NUMBER 113010, OBJECT
CODE 220.
WHEREAS, the Department of Development and Housing
Conservation, Property and Lease Management Division, was
requested to acquire two appraisals for a City -owned property,
located at 2640 South Bayshore Drive, Miami, Florida; and
WHEREAS, property is being appraised to establish Fair
Market Value and Fair Market Rent; and
WHEREAS, solicitation was made to nine (9) qualified
commercial appraisers listed with the City of Miami; and
WHEREAS, six (6) responses were received, and the appraisal
proposals of Gabriel Garcia Menocal, Republic Appraisal Co., II,
Inc., a minority appraiser, member of the Appraisal Institute and
Mark J. Quinlivan, a non minority appraiser, member of the
Appraisal Institute, for fees of $5,500 and $8,500, respectively,

were the most advantageous to the City for this particular
assignment; and
WHEREAS, funds to cover the cost of these two appraisals are
available from the Department of Development and Housing
Conservation, Property and Lease Management Division Appraisal
Funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The appraisal proposals of Gabriel Garcia
Menooal, Republic Appraisal Co., II, Inc., a minority appraiser
and member of the Appraisal Institute, and Mark J. Quinlivan, a
non -minority appraiser, member of the Appraisal Institute, for
fees of $5,500 and $8,500, respectively, are hereby accepted to

appraise, the Fair Market Value and Fair Market Rent of certain
city owned property, located at 2640 South Bayshore Drive,
Miami, Florida.
Section 3. Funds to cover the expenses for said
appraisals shall be allocated from the Department of Development
and Housing Conservation, Property and Lease Management Division
Appraisal Funds, Index Code 590401, Project No. 113010, Object
Code 220.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing and directing the City Manager to
pay Gabriel Garcia Menocal, MAI of Republic Appraisal Co., II,
Inc., and Mark J. Quinlivan, MAI, both members of the Appraisal
Institute, in the respective amounts of $5,500 an $8,500 for
their appraisals of a city owned property, located at 2640 South
Bayshore Drive.
BACKGROUND:
The Department of Development and Housing Conservation, Property
and Lease Management Division secured the services of two
members of the Appraisal Institute to appraise this city owned
property for the purpose of establishing Fair Market Value and
Fair Market Rent. This information is to be included as an
integral part of the Unified Development Project process to be
conducted on the referenced property.
The Property and Lease Management Division has budgeted funds in
its Professional Services, Appraisal Account to pay for these
appraisals.
Six (6) proposals were received in response to this appraisal
solicitation. Of the two appraisers selected, one meets the
City's minority procurement standards. Both of the appraisal
proposals selected were the most advantageous to the City for
this particular assignment.
