A RESOLUTION; AUTHORIZING THE CITY MANAGER TO
ACCEPT A PROPOSAL MADE BY THE U.S. IM-
PRESSION INC. TO PUBLISH THE SECOND ECONOMIC
RESOURCE PROFILE OF MIAMI, AT NO COST TO THE
CITY.
WHEREAS, it is the policy of the City to promote eco-
nomic development by attracting new businesses to the area, and
providing relevant information on the City to the prospective
businesses; and
WHEREAS, the U.S. Impressions Inc. published an Econom-
ic Resource Profile ("ERP") of Miami in 1990 at no cost to the
City; and
WHEREAS, the copies of the ERP have been distributed to
businesses and individuals to disseminate information about the
City and promote it as a place to live and invest; and
WHEREAS, U.S. Impressions Inc. has submitted a proposal
to the City to publish the second ERP; and
WHEREAS, the entire cost of production and publication
of the ERP shall be offset by the advertisement revenues
generated by the proposer; and
WHEREAS, the copies of the ERP shall be given to the
City as o gift without any financial bearings;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI, FLORIDA:

SECTION 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as it is fully set forth in this
Section.
SECTION 2. The City Manager is hereby authorized to
accept the
proposal
made by
the U.S.
Impression
Inc. to publish
the second
Economic
Profile
of Miami,
at no cost
to the City.
SECTION 3. This Resolution shall be effective immedi-
ately upr,n its adoption.

Enclosed is our up-to-date proposal to the City of Miami for the
creation of the second edition of the Economic Resource Profile.
Please don't hesitate to call me with any questions or concerns
you may have.
Also, please keep in mind that since the last edition of your
Profile we have added distribution and marketing assistance. We
offer you hard copy of three lists at no charge - site selectors
by name, commercial consuls of foreign companies and a mix and
match list sorted by company types and/or employee size.
In addition, several major U.S. and Foreign airlines are
displaying the Miami Profile in VIP lounges throughout the U.S.
and Great Britain.
All in all, you will see a significant improvement in the next
edition of the magazine and I can assure you that we will work
closely in the editorial development to ensure your satisfaction.
I'll be in touch with you in a few weeks to see if there is
anything else we need to do for you at this time. I do look

CITY OF MIAMI

ECONOMIC RESOURCE PROFILE (R)

USI will prepare, print and deliver copies of a custom
magazine for the City of Miami in the form of an ECONOMIC
RESOURCE PROFILE (R), at no cost to the administration. USI
shall derive its revenues from the sale of advertising.
Following the editorial directives of the City of Miami
representatives, USI will create a promotional publication
describing the City's governmental structure, transportation,
infrastructure (i.e., sewerage and water facilities),
environmental features, recreational facilities and activities,
health services, educational facilities, social services,
communication facilities, cultural facilities and activities,
demographics, hotel and conference facilities, professional
services, utilities, financial services, profiles of the larger
employers, real estate, construction, retail shopping facilities,
and the like.
All research, writing, photography, typesetting, prepress,
printing and advertising will be completed at the sole cost and
expense of USI.
UST shall submit to the CITY of Miami all editorial copy in
segments of twenty percent (20%) of the total, as each are
prepared, for its approval. The CITY shall have the right, but
not the obligation to request any additions, deletions or
modifications reasonably deemed appropriate and USI shall comply
with such requests.
The completed ECONOMIC RESOURCE PROFILE (R) shall include a
coated cover in four-color format.

The total number of editorial pages will be equal to or
greater than the total number of advertising pages, and will
include a number of editorial pages printed in four-color
process, equal to fifty percent (50%) of the total number of
editorial pages.
It is expressly understood that any right, title and
interest in, and to any copyright in, the ECONOMIC RESOURCE
PROFILE (R) is hereby assigned by the CITY to USI, to the degree
that any such right is owned by the CITY.
USI shall deliver to the CITY (f.o.b. printing plant) a

number of copies based upon the number of advertising pages sold.
For each increment of ten (10) advertising pages sold (or
shortfall) 1,500 copies will be added to (or deleted from) the
total. For example:

The CITY is asked to provide USI with a desk and a telephone
for its Project Manager to prepare an ECONOMIC RESOURCE PROFILE
(R). The telephone shall be connected to the main switchboard of
the Office Building and the desk shall be located on the premises
of the CITY or in a mutually acceptable facility.
The desk will be available from 9:00 a.m. to closing, Monday
through Friday.

It is necessary for the CITY to provide USI with 2,500
letters of support on original letterhead, having the copy set
forth as suggested in the attached, to describe the ECONOMIC
RESOURCE PROFILE (R) to the business community.
The CITY need also provide USI with 2,500 #10 size
envelopes, with the return address, and such additional envelopes
as USI may from time -to -time request for use only in the
preparation of the ECONOMIC RESOURCE PROFILE (R).
USI requests that the CITY provide the letter of support,
the telephone extension and the office/desk availability within
30 days of Resolution authorization.
USI requests that the CITY Economic Development Department
refrain from engaging any other firm or individual for the
purpose of soliciting advertising on its behalf for any project k
during the active phase of the USI effort.
Distribution is to be entirely the responsibility of the
City of Miami, however, the CITY may take advantage of several of
our highly targeted distribution lists designed to generate leads
and inquiries.
USI also offers distribution of Economic Resource Profiles
in the VIP lounges of the major domestic and international air
carriers.
USI's distribution assistance service is in a constant state
of expansion, renewal and change. All new distribution
opportunities will be made known to the City.

It is respectfully recommended that the City Commission approve
the attached Resolution to authorize the City Manager to accept a
new proposal made by the U.S. Impression Inc. to publish the
second Economic Resource Profile of Miami, at no cost to the
City.
The Department of Development & Housing Conservation recommends
the apprt-?val of a new proposal presented by the U.S. Impressions
Inc. to publish the second Economic Resource Profile ("ERP") of
Miami.
The first ERP, published in 1990, has been widely used to dissem-
inate information about Miami. The publisher presented the City
with over 6500 copies of the 70 page publication with 33 pages of
ad sales. In addition, the publisher made available hundreds of
copies at major airports.
The ERP contains information concerning the economic, cultural,
social a>>d governmental characteristics of Miami. Approximately
45 percelit of the publication is set aside for commercial adver-
tisement which compensates the cost of the project.
Although, the entire project is paid for by the proposer, a high
ranking City official (Mayor) is expected to endorse the project
by furnishing a cover letter on City letterhead. The letter will
describe the project to the business community at large, and ask
for their cooperation and assistance.
