C� - ' e' A RESOLUTION AUTHORIZING THE SUPPORT OF THE SAMARITAN SALT FACTORY, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $20,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami, supports those groups dedicated to assisting those individuals needing food, shelter, and counseling; and _ WHEREAS, the Samaritan Salt Factory accepts individuals who have successfully completed a drug rehabilitation program; and WHEREAS, the Samaritan Salt Factory's services include counseling and alternatives to chemical abuse; and WHEREAS, funding is contingent upon the continued delivery of services = to City of Miami residents and continued acceptance of referrals frcan organizations within the City of Miami; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; CITY COINI MSION �. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Support of the Samaritan Salt Factory is hereby authorized, with funds therefor, in an amount not to exceed $20,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290949-270, such costs having been approved by the Chief of Police. Section 3. This Resolution shall became effective immediately upon its adoption. Odio City Manager RECOMMENDATION: DATE JA N 2 J 1992 SUBJECT Resolution Supporting the Samaritan Salt Factory REFERENCES ENCLOSURES It is respectfully recommended that contribution to the Samaritan Salt $20,000, funding to be from the Law approved. ACKGROUND: a Resolution authorizing a Factory, in the amount of Enforcement Trust Fund, be The Police Department supports the efforts of those groups dedicated to helping the less fortunate by providing food, shelter, and counseling. This type of assistance ultimately benefits both the City and the Police Department by reducing the possibility of criminal activity by individuals simply attempting to survive. The Samaritan Salt Factory offers such services to the homeless and indigents suffering from alcohol or chemical dependency and who have completed a drug rehabilitation program. There are no other prerequisites for admission. The program offers a structured atmosphere designed to assist these individuals in once again becoming productive citizens. The funding sought will be utilized to pay for counseling, equipment, and other miscellaneous costs associated with operating the program. Funding is contingent upon the continued delivery of services to City of Miami residents and the continued acceptance of referrals from organizations within the City of Miami. It is, therefore, recommended that the Resolution authorizing a contribution to the Samaritan Salt Factory, in an amount not to exceed $20,000, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290949-270, be approved.
