RESOLUTION NO.
A RESOLUTION AUTHORIZING A CONTRIBUTION TO
THE LIBERTY CITY OPTIMISTS DRUG AWARENESS
PROGRAM AND ALLOCATING FUNDS THEREFOR, IN THE
AMOUNT OF $251000, FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH COSTS HAVING BEEN APPROVED
BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department supports those efforts
of groups exploring innovative ways to assist the youth of our
community in refraining from turning to drugs and alcohol; and
WHEREAS, the Liberty City Optimists Drug Awareness Program
offers inner city students drug awareness counseling on a weekly
basis as part of a comprehensive educational and sports program;
and
WHEREAS, the $25,000 to be contributed by the City of Miami
has not been included in the Police Department's normal operating
budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statute 932.704, as amended; and

WHEREAS, funds to cover the contribution are available in
the City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 029002-247'
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A contribution to the Liberty City Optimists
Drug Awareness Program is hereby authorized, with funds therefor,
in the amount of $25,000, being hereby allocated from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002-
247, such costs having been approved by the Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully requested that the City Commission allocate
funding in the amount of $25,000, from the Law Enforcement Trust
Fund, as a contribution to the Liberty City Optimists, Drug
Awareness Program.
f BACKGROUND:
The Miami Police Department supports those groups involved in
offering alternatives to substance abuse and crime to the youth
of our community. The Liberty City Optimists have designed such
a program, promoting sports and academic achievement as
essential ingredients to the growth and development of inner city
children. The Drug Awareness Program consists of counselling by
trained counselors on a weekly basis. The counselling is
designed to increase the participants knowledge of the dangers of
drugs and the impact that it has on the people who use them.
This program is anticipated to reach approximately 500 high risk
students likely to be directly exposed to illegal drug activity.
It is therefore recommended that a Resolution allocating $25,000
to the Liberty City Optimists, Drug Awareness Program, funding to
be provided from the Law Enforcement Trust Fund, Project No.
690001, Index Code 290904-996, be accepted.

that this request for expenditure from the City of Miami Law
Enforcement Trust Fund, for a Contribution to the Liberty Cif
Optimist, Drug Awareness Program, at a cost not to exceed
