HomeMy WebLinkAboutR-92-0065J-92-80 01/30/92 C 0 ___ ' P RESOLUTION NO. `�I_ A RESOLUTION AUTHORIZING FUNDING OF AN EXPLORER PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $37,402, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes not considered normal operating expenses; and WHEREAS, the City of Miami Police Department continues to have a commitment to the education and development of the youth of our community; and WHEREAS, the objective of the Explorer Program is to provide the youth of the Miami area an opportunity to gain an insight into a career in law enforcement; and WHEREAS, the Explorer Program is designed to instill within the Explorer a genuine desire to demonstrate desirable habits, attitudes, and efforts to become contributing members of society; and WHEREAS, the Explorers also fulfill an important role in the drug awareness and prevention movement by informing their peers about the perils of substance abuse; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and CITY CONZI USSION MEEMIu OF FEB 13 1992 WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby approved by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding of the Miami Police Explorer Program is hereby authorized, with funds therefor, in an amount not to exceed $37,402, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002- 247, such costs having been approved by the Chief of Police. The Miami Police Department is committed to the education and development of the youth of our city. The objective of the Miami Police Explorer Program is to provide the young men and women of the Miami area an opportunity to gain an insight into a career in law enforcement. This program is designed to stimulate interest in further training and education for a law enforcement career as well as develop character and good attitudes toward the law enforcement community. It is therefore recommended that the Resolution authorizing the funding for the Explorer Program, at a cost of $37,402, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, be approved. They follow this with classes on Monday nights at the police station. after they pass tests of their knowledge and maturity, they continue their training on riding assignments with different sections of the department. The qualifications to become a Police Explorer are: 1. dust not have a serious Police record 2. Must be physically sound 3. A RESOLUTION AUTHORIZING A CONTRIBUTION TO THE LIBERTY CITY OPTIMISTS DRUG AWARENESS PROGRAM AND ALLOCATING FUNDS THEREFOR, IN THE AMOUNT OF $25,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Miami Police Department supports those efforts of groups exploring innovative ways to assist the youth of our community in refraining from turning to drugs and alcohol; and WHEREAS, the Liberty City Optimists Drug Awareness Program offers inner city students drug awareness counseling on a weekly basis as part of a comprehensive educational and sports program; and WHEREAS, the $25,000 to be contributed by the City of Miami has not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and CITY CCi1.941—'-SIGN MMWIG OF F E B 13 1992 etsa�vtiox ka.
