RESOLUTION NO. 46
A RESOLUTION AMENDING SECTION 4 OF RESOLUTION
NO. 92-18, ADOPTED JANUARY 9, 1992, RELATED
TO THE UNIVERSITY OF MIAMI CHAMPIONSHIP
PARADE" TO BE CONDUCTED BY THE CITY OF MIAMI
AND METROPOLITAN DADE COUNTY ON FRIDAY,
JANUARY 24, 1992, TO CELEBRATE THE MIAMI
HURRICANES VICTORY AT THE ORANGE BOWL,
THEREBY INCREASING THE AMOUNT OF IN -KIND
SERVICES TO BE PROVIDED BY THE CITY FOR SAID
PARADE FROM $6,500 TO $10,000 AND INCLUDING
THE PROVISION OF SERVICES FROM THE
DEPARTMENTS OF PUBLIC WORKS AND CONFERENCES,
CONVENTIONS AND PUBLIC FACILITIES.
WHEREAS, Resolution No. 92-18, adopted by the City
Commission on January 9, 1992, provided for street closures, the
restriction of peddlers and the provision of in -kind services
from City Departments for the "University of Miami Championship
Parade" to be conducted by the City of Miami and Metropolitan
Dade County on Friday, January 24, 1992, to celebrate the Miami
Hurricanes victory at the Orange Bowl; and
WHEREAS, in order to insure the adequate provision of City
services for said parade, it is necessary to amend said
Resolution by increasing the amount of City in -kind services from
$6,500 to $10,000 and including the provision of services from
the Departments of Public works and Conferences, Conventions and
Public Facilities;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 4 of Resolution No. 92-18, adopted
January 9, 1992, is hereby amended in the following
particulars:/

"Section 4. The provision of in -kind
services in an amount not to exceed $6,500 $10,000
from the Departments of Police, Fire, Rescue and
Inspection Services, General Services
Administration/Solid Waste and Parks and
Recreation, public Works and Conferences
Conventions and Public Facilities is hereby
approved."
Section 2. This Resolution shall become effective
immediately upon its adoption.

remaining provisions are now in effect and remain unchanged.

Alarm Ordinance Update
The police department in conjunction with the City Attorney is
conducting a complete review of the Alarm Ordinance. Items being
considered includes
1. A certification requirement for any business installing
alarms in the City.
2. A requirement that alarm companies who are installing alarms
mutt avoure the alarm permits upon completion of the
installation.
3. Increasod fines for those who do not have permits or who have
unreliable alarm systems.
These issues must be fully considered before the actual Ordinance
is written, therefore, we would like to bring these issues before
the Commission.

Criminals and victims.

b. Our Goal is "0" crime in our community.
3. We are tired of taxation without representation.
a. The Constitution of the United States: "no
taxation without representation".
b. The Miami Design District generates
approximately $20,000,000.00 per year in taxes
and fees --we are only about a 3 square mile
area of the City of Miami.
4. We are tired of being the one's behind bars.

1. Keeping in mind all the things we discuss today,
knowing our frustration, knowing how serious we are
about crime, we are asking the leadership of our
zWe c'ty to develop a written plan on how to reduce
crime in our community.
want a liaison from the city Police Department
and the State Attorney's office to meet with our
representatives monthly to keep score on the crime
or, we hope, lack of crime in our community.
3. We are asking the City of Miami to give us a tax
reduction or rebate of 10% on all property taxes
collected in the year 1991 and 1992. This money
should be sent to the Miami Design District, Inc.
to be used for additional secure and to finish the
beautification that was never completed in the
Design District.
4. We would like 24 hour a day, 7 days a week police
presence in the Design District and surrounding
businesses.
5. We would like the City to provide us with either a
used police car or a confiscated car to be used as
a crime preventions vehicle by the Miami Design
District.
6. We would like a follow up meeting within 45 days
and I promise we will listen.
7. Keep in mind our goal is "O" crime.
