RECOMMENDATION:
It is recommended that the City Commission authorize the City
Manager to sign -off on Article 28 - Group insurance as part of
the collective bargaining agreement between the City of Miami and
the Sanitation Employees Association adopted by the City
Commission on September 11, 1991.
BACKGROUND:
Under Florida Statutes, Chapter 447, the City Is required to

three year agreement with the exception of the Group Insurance
article.
The Group Insurance article which represented the only unresolved
component of this three (3) year agreement was successfully
negotiated on November 26, 1991. It stipulates that effective
the first full pay period following ratification of this article
the City will contribute $95,000 to the SEA Health Trust for
fiscal year 1991-92. It was also agreed that effective the first
full pay period following January 1, 1993, the City will
contribute $120,000 to the SEA Health Trust (fiscal year 1992-93)
at which time an audit would Abe conducted to determine what
increase or decrease, if any, may be required to fund the Trust
for fiscal year 1993-94.
