RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
EXPRESSING APPROVAL OF THE APPLICATION FOR A
TWO-DAY STATE LIQUOR PERMIT BY FOODSERVICE
EXHIBITIONS OF AMERICA, INC., FOR THE DISPLAY
BY MANUFACTURERS OR DISTRIBUTORS OF PRODUCTS
LICENSED UNDER THE STATE BEVERAGE LAW, AND
ALSO FOR CONSUMPTION OF SUCH BEVERAGES ON THE
PREMISES OF THE COCONUT GROVE CONVENTION
CENTER, MIAMI, FLORIDA, DURIKG THE PERIOD OF
JANUARY 19-20, 1992, SUCH APPROVAL BEING A
STATUTORY REQUISITE PRIOR TO THE STATE'S
ISSUANCE OF SAID PERMIT.
WHEREAS, Section 561.421 TEMPORARY CONVENTION PERMITS, the
State Beverage Law states that in convention halls, coliseums,
and similar type buildings where there is an existing beverage
license, upon the approval of the inoorporated city, town or
board of county commissioners, the director may, in his
discretion issue a permit for not more than five calendar days
for the display by manufacturers or distributors of products
licensed under the Beverage Law and may authorize consumption of
such beverages on the premises only; and
WHEREAS, the State Beverage Director requires the approval
of such permit's issuance from the City Commission for liquor
display and consumption during the herein show to be held at the
Coconut Grove Convention Center in January, 1992;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby approved the
application by Foodservice Exhibitions of America, Inc., for a
two-day liquor permit to allow display by manufacturers or
distributors of products licensed under the Beverage Law and to

allow consumption of such beverages on the premises of the
�;. Coconut Grove Convention Center, Miami, Florida, during the
period of January 19-20, 1992.
—' Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution expressing its approval of the application
for a two-day State liquor permit by Foodservice Exhibitions of
America, Inc., for the display by manufacturers or distributors
of products licensed under the State Beverage Law, and also for
consumption of such beverages on the premises of the Coconut
Grove Convention Center, Miami, Florida, during the period of
January 19-20, 1992. (Lessee's request attached.)
BACKGROUND:
The Department of Conferences, Conventions and Public Facilities
has prepared the attached legislation. The Commission's approval
of the application of a two-day liquor permit for Foodservice
Exhibitions of America, Inc., pursuant to Section 561.421
TEMPORARY CONVENTION PERMITS, of the State Beverage Law which
states that "in convention halls, coliseums, and similar type
buildings where there is an existing beverage license, upon the
approval of the incorporated city, town or board of county
commissioners, the director may, in his discretion, issue a
permit for not more than five calender days for the display by
manufacturers or distributors of products licensed under the
Beverage Law; and may authorize consumption of such beverages on
the premises only".
The State Beverage Director requires the request to emanate from
the City Commission. The liquor will be dispensed free of charge
during the Foodservice Exhibitions of America, Inc. trade show.

Dear Martha:
As we discussed earlier on the telephone, the General Hotel and Restaurant Supply Trade
Show which will be taking place at the Coconut Grove Convention Center on January 19 & 20,
1992, will foature equipment used in the foodservice and hospitality industries.
Our exhibitors will be displaying and demonstrating ranges, grits, beverage dispensing
equipment, flatware, china, bars, stainless counters, refrigeration units and related merchandise.
Since potential customers (our attendees) care more about how well the equipment works rather
than how well it , it is necessary for many of our exhibitors to sample foods and beverages.
Additionally, a major national brewery wants to exhibit and provide a "hospitality lounge"
for attendees. 'their participation is useful to them only if they can dispense samples from their
line.
My experience is that this level of sampling does not significantly impact
concession sales at our industry conventions, We are seeking a temporary convention permit,
which I understand, will authorize us to sample.
