Situation

I need definite information regarding the trash collection
situation in the City.
Constant constituent telephone complaints received by my staff
and my regular rounds around the City show that two months after
Hurricane Andrew, despite the tremendous effort and amount of
hours worked by some City employees, led by Pepin Rilo, most
parts of the City look exactly as they looked the morning of
August 24th.
Ensuing is an outline addressing the problems encountered in this
regard:
1. Enormous piles of debris on the sidewalks and on the
streets which may lead to:
a) Citizens needing to get off the sidewalks and walk on
the streets, notwithstanding the traffic, potentially
resulting in injured persons by a passing vehicle.
b) Lack of visibility, which may cause traffic
accidents.
c) Fire hazard.
d) Dead rats and other animals, causing an offensive
odor. This may lead to plaques; certainly, a
tremendous health hazard.
2. The City is dirty, no longer does it look like the City of
Miami, visited and praised by tourists from all over the
World. Certainly, in two months' time we should have
accomplished the cleanliness standard that we had prior to
the hurricane.
3. Regular trash pick ups have not resumed subsequent to the
hurricane, making the situation even worse, as new trash
is piled on top of Andrew's debris.

I have been patiently waiting for the Administration to work out
this problem for which, I am sure, you had a plan. I recognize
the difficult times and circumstances which face our City.
however, since PEMA has provided the necessary funds to clean our
neighborhoods and you have contracted different companies for
this endeavor, I see no difficulty in resolving this matter
immediately.
At this time I would appreciate your advising the undersigned -as
to the names and particulars of all companies and/or individuals
which have contracted with the City for the pick up of trash and
debris from Hurricane Andrew, as well as how many City trucks you
have working and when the regular trash pick up will be resumed.
I expect to receive this information from you immediately.
